foster parents, these are their pictures. their bodies were discovered in a car outside of their home in oakland on friday. an arrest in the cold case murder, 47 year- old william payne is under arrest for killing a man in san francisco back in 1983. he is accused of killing at nicholas crumbly who was 41 years old at the time investigators say they use of dna evidence to find this new lead in the case. tonight the oakland city council will decide how many of the layoff, what services and programs to cut. tonight, we have learned that certain jobs and programs may be saved. then term is live outside oakland city hall with the latest. >>reporter: some good news for certain programs, this meeting is getting underway in about 20 minutes and as you know, the idea here is that the city faces an $8 million shortfall for the current fiscal year. in a $20,000 shortfall for the next fiscal year. now the mayor had a proposal, that proposal called for reorganizing the city. it calls for merging various apart--departments to streamline the city and it calls for an elimination of 109 jobs 89 of those are filled. and it calls for a cut in the variety of programs fundings. bu
