joining me now, william isaac, author of the newly-released paperback: "senseless panic." want to talk to you about this book by sheila bair, she really went straight at the treasury secretary geithner, i've got to get your reaction. >> well, first of all, i haven't read her book yet, but i don't want doubt that she went straight at him because they didn't get along very well when she was chairman of the fdic and he was secretary of the treasury. so, and before that he was president of the new york fed, and i think they fought quite a bit. so it doesn't surprise me she went after him in the book. cheryl: william, you were the chairman of the fdic back in the early '90s, but, you know, you fault treasury -- you're very specific -- you fault treasury with a lot of the nation's problems saying the bush and obama administrations was wrongly put, faith was wrongly put on geithner himself. why that take from you at this point? >> well, i think that the whole crisis was bungled badly, and that's really what the book that i wrote is about. that's why it's titled "how washington fa

fdic and author of the book "senseless panic" how washington failed america, william isaac, nice to seeow. >> great to be with you. >> clayton: we heard of dodd frank as an effort to protect us from having to worry about bailouts again. did it work? >> i think that dodd-frank was basically an efforts by members of the congress who voted for tarp to protect themselves in the election. i don't think it was a serious effort at reform. it heaped 2500 pages of new statutory provisions and probably 10 or 20,000 new pages of regulations on top of the community banks. and it's going to lead to more concentration, in the banking system, and more and more of our banking systems going to be in fewer and fewer hands and it's going to really hurt the community banking sector which is where the small business loans are made, not all of them, but most of them. i don't think dodd-frank is effective at all. i think it's overkill. and entirely unnecessary. >> clayton: and one of the things it was meant to prevent was picking winners and losers, right? hey, you know, this large bank, bank of america, well

and as i said, bagley and -- william chandler bagley and isaac candell were the men that i found to be heroic dissenters but it's interesting that--to me, that if i look at all of the other histories that have been written about american education, there's hardly a line about either one of them. c-span: let me ask you what may sound like a naive question. if--well, let me first ask you this. what is, in your opinion--and just fairly briefly--what is the state of american education? >> guest: i think that we're going in the right direction. i think that since that nation at risk report in 1983, the message has gotten through that all children can learn; that doesn't mean that all children are going to learn as much or as fast, but that we should have high ex--higher expectations than we do. i think there's a struggle going on all over the country about whether we're serious about this. but what my book tells people is that this is different from the tradition that we've inherited. c-span: what i started to ask you was you hear a lot, in the political discussion, that the education is ho
