i wanted to spend a few moments in joining mayor willie brown and mayor frank jordan with our chief of our city attorney, dennis herrera, so many friends here, and members of our board of supervisors, to just register my appreciation for the san francisco general hospital foundation and the great work you are doing in joining our hospitals mission. for all of you who are here today to make that effort real with your donations and support, thank you very much from the bottom of my heart, that you believe that the san francisco general hospital is truly in need the heart of the city and county of san francisco. thank you very much for being here today. [applause] i mean that in so many ways. the hospital is available to everybody. every community of this great city. it has a trauma center. how many other centers -- cities have its own trauma center? a trauma center that is world famous, that gets the job done and saves lives. it is the only hospital in san francisco with 24-hour psychia [applause] something that i will possibly in roll in after this year. [laughter] over 100,000 patients

of course, the mayor then was willie brown, and he said, what are you going to do with this? and of course the first thing you do if you read it, and you read it with the understanding that there is probably a lot of information there that will be very hard and goals and programs that will be very hard to implement at the department of public works, which had historically been a very male- dominated agency. but we made a commitment to the mayor, we made a commitment to the commission that we would study that report and to implement every single one of those as that applied at every level of the department. i was willing to do that because around in may were a lot of other powerful women, who said it would not be that hard. all you had to do is pay attention to it, and all you had to do was not take no for an answer and all you had to do was look forward, not backward. and with those varied little pieces of advice, which took on that task and we found at the local managers. we found that many women who were trying to even get to the blue-collar work, the work on the streets, h

i sat down with former mayor and state assembly speaker, willie brown on that side of the table and he said he has given away the store to the unions, is this fundamentally unsound here is what he said. >> it is a good idea you should always allow and support persons who are working for you, getting together, to reduce the necessity of your individually talking discipline, and moving each one of them. >> okay let's take a look at that. you are no stranger to this. in private business you have the unions on one side and the business on the other. and it is a fight over rights and pay. but collective bargaining when it is government workers you have unions on one side and politicians on the other ultimately making the decision. the difference is unions often fund those politicians campaigns. >> which means person sitting on the other side of the table, willie browns of the world have to be held to a higher stan dan on their performance -- standard on their performance side. it is not the fault of the unions and their organization they are not able to form a relationship with people barga

i sat down with former state assembly leader willie brown who has been talking with the governor and actually with republicans as well, saying ok. what are the odds of them reaching a deal? >> republicans who would go with jerry brown going to find themselves without a job. and that threat alone will keep them from even voting to put the measure -- extending taxes before voters. >> no question whatsoever, in addition, phil, every day they are pushing themselves further away, because what they are saying is you got to give me some concessions, and those concessions have got to be something other than what's personal for me. >> what they want is, or they're talking about, is a spending cap, changes in environmental regulations to streamline more building and development. and they also don't want an end to redevelopment. that's negotiable because even democrats are for that. the big thing seems to be spending cap and pension reform. now, here, let's be honest here. it's not just the republicans. jerry brown can't agree to these things. >> no. >> because of his political. >> under no circ

mayor willie brown said no and the idea was dropped. after september 11, san francisco joined the joint terrorism task force under a memorandum of understanding with the fbi that was publicly released. it says that san francisco rules shelby followed by san francisco officers. san francisco will help to supervise its own officers. the police department promised the police commission that those were still the rules being followed. the special agent in charge of the fbi told us in 2005 that was still the case and we had nothing to worry about. here we are now. suddenly they will not answer the question. the san francisco police department has refused to release their current memorandum of understanding dole answered definitively if they are an following local or fbi rules. the assessments being collected by the fbi, the reason it came out was because the judicial committee asked for the information from the fbi. when this resolution asks for more transparency, this is a starting point. this committee can endorse the good work of the human
