i wanted to spend a few moments in joining mayor willie brown and mayor frank jordan with our chief of our city attorney, dennis herrera, so many friends here, and members of our board of supervisors, to just register my appreciation for the san francisco general hospital foundation and the great work you are doing in joining our hospitals mission. for all of you who are here today to make that effort real with your donations and support, thank you very much from the bottom of my heart, that you believe that the san francisco general hospital is truly in need the heart of the city and county of san francisco. thank you very much for being here today. [applause] i mean that in so many ways. the hospital is available to everybody. every community of this great city. it has a trauma center. how many other centers -- cities have its own trauma center? a trauma center that is world famous, that gets the job done and saves lives. it is the only hospital in san francisco with 24-hour psychia [applause] something that i will possibly in roll in after this year. ammiano ran for mayor against willie brown, somehow, i got inspired. i thought, it someone that has integrity and honesty, that comes from the community, could run for mayor, maybe it is we something that can represent the community. i wanted to look at it from a candid perspective. >> when you did run for the border supervisors, what did you learn from that experience, from the campaign? >> from the campaign? so much. you knock on a lot of doors, talk to a lot of people. some of the things were interesting, how connected a lot of people were to their schools, communities. people were involved in their communities in some many ways. we have neighborhood organizations. there are so many people actively involved in the communities, neighborhoods, our organizations, child care

. >> what happened is mayor willie brown called the leaders of the faith community and we were the interface council was already established so we were there at the table but we were there with other people who at that point didn't want to join the interface council. but when we were charged with bringing together everybody for the commemoration, they quickly saw that there was value in working together. because we were all so shocked and horrified about what had happened. we knew we had to come together. and so we did do that the following tuesday at civic auditorium. and so i think that was the turning point as michael said in terms of acceptance by the larger community of the rome the face community. >> you remind me of an experience i had when i went down to louisiana. in my case i had got down to baton rouge. the jewish community had moved from new orleans to baton rouge. people gathered around food and housing and social services. what is also important people began to talk about their faith or spiritual aty. some people in care i say talked about god directly or jesus. and engage in v

mayor willie brown said no and the idea was dropped. after september 11, san francisco joined the joint terrorism task force under a memorandum of understanding with the fbi that was publicly released. it says that san francisco rules shelby followed by san francisco officers. san francisco will help to supervise its own officers. the police department promised the police commission that those were still the rules being followed. the special agent in charge of the fbi told us in 2005 that was still the case and we had nothing to worry about. here we are now. suddenly they will not answer the question. the san francisco police department has refused to release their current memorandum of understanding dole answered definitively if they are an following local or fbi rules. the assessments being collected by the fbi, the reason it came out was because the judicial committee asked for the information from the fbi. when this resolution asks for more transparency, this is a starting point. this committee can endorse the good work of the human

mayor willie brown said in 1997 absolutely not. we are not giving you our resources so that you can follow your rules. if you use our resources you will follow our rules, particularly with regard to intelligence gathering. then in 2002 san francisco ended up joining the joint terrorism task force as did many towns across the tunt. there is a specific language for making sure that police officers followed 8.10, followed local rules and guidelines. our reading of the m.o.u. that came out on monday as my colleague pointed out is that f.b.i. practices and f.b.i. guidelines are in effect for san francisco officers who follow the joint terrorism task force and our concern is not violation of local 8.10 but violation of the state california constitution which has a strong right to privacy. as john said, if this is in fact that our reading is correct, and i should add that our reading is backed up by my meeting with special agent in charge stephanie douglas who confirmed the officers follow federal guidelines and not local law, if that is
