i'll see him everywhere, in every moment i hear willie brown speak. that was beautiful, willie, what you said. and the stories that my friend barbara tells of she and husband dick leaving the life of luxury in cleveland to run muni for dad. or of the dmv when a woman behind the counter looks twice at the name of my driver's license and looks up and tells me of the day she met george on the street or worked on george's campaign. or about the time in her life in our city's life when things seemed more touchable, more human, or just tells me that she's honored to meet george moscone's son. or on the first preview of the play that my dear friend tony wrote about george and me, a play called ghost life, and the first public performance up in ashlan, oregon. halfway through the second act, at long last, george shows up and the fractured city hall backdrop begins to fill with floating lights outlining the golden gate bridge and we hear tony bennett si

that's why we turn to willie brown who is no stranger, he was up there also and the first question wasspeech, what was their read on it and who was the governor talking to? >> he was talking to the people in washington, texas, iowa, t he -- >> are you saying it was a k ickoff for a presidential bid? >> he was demonstrating that in 2016, by their ability to perform in their own state and it's now number one. >> what was the reaction within the assembly? how did you read the room? >> they are in awe soft of him. there's still a lot of work to do. there's still $27 billion worth of a bad debt to be taken care of. and it's one year. >> i found it interesting -- >> just a second. give him the opportunity, believe me, he's only been there for something like 21, 23 m onths. just think -- >> only halfway through his t erm. >> he has the state of california under his control which is where it should be if you're governor. >> the talk to was going to perez, when are you opening the flood gates again? we'll see in may. we'll look at the may revise and maybe if the money is there, maybe we'll look

that is when we sit down with san francisco examiner's melissa griffin, our political insider and willie brown who knows a thing or two about politics to ask him where does this put jerry brown the governor as the legislature comes into session? >> he will have to restrain his friends and relatives from ruining the good feel that came with his presence, and he's probably going to have to rely on the republicans and conservative democrats to be the coalition that keeps him in place the super majority for jerry brown is highly rated. he doesn't need it. >> but, he appears to have the support of the republicans. yesterday, they were e fusive in his report of the budget compared to anyone, compared to arnold schwarzenegger's budget. >> to your point, if people are realizing he's the one, he's going to stand in between what the democrats want to spend and what the republicans see as fiscal responsibility. jerry brown ran on and got prop 30 passed on and his integrity. he put himself out there and put his name on it and said trust me with the mean. the voters voted to give it to him and republicans

joining me is willie brown, former mayor of san francisco. ce to have you on the show again. as i welcome you, i'd like to have you give us your assessment of the president's first term. did the results live up to the expectations? >> i don't think you can ever live up to the full expectations from the first term. simply because he was getting to know us and we were getting to know him. members of the house got dumped when republicans took over. he lost his leverage with that huge democratic majority. so, no, he did not achieve everything he desired to achieve. but he clearly achieved enough because the voters gave him a resounding victory for reelection. and that's the best measurement of whether or not he achieved what he needed to achieve. >> you make a very good point there. since 2009 when the president passed health care reform, his signature achievement thus far, legislation in washington has been pretty much stalled. what kind of political finessing does president obama have to do the next couple of years to get around the gop? >> i th

the board of supervisors, the city, the legislative branch, in the executive branch in 1996, willi brown took the city administrator's position and join it to the executive branch. let's talk about the legislative branch. it is incumbent for you to send young people to sacramento so they know the process, the convoluted process much as we have a convoluted process here at city hall. thank you very much. >> is there any additional public comments? seeing none, commissioner -- >> i have a question to mr. watts. you mentioned ab 8 and sb 11 extend the carl moyer program. would you recommending that we take a support position? >> the two bills 8 an d sb 11 they are identical measures. >> i move that amendment to support ab8 and sb 11. >> is there second to that motion? to forward this to the board authority? >> second. >> is there any discussion on that? we move this forward as proposed with a positive recommendation? that will be the order. willie brown actually made his name by going and trying to see one of the homes. it was a very political thing. he would walk up with a whole bunch of people in the person showing the home would sneak away. >> even in the teens, there were a lot of neighborhoods that had restrictions against certain groups of people. >> this was in the 1950's. willie mays had trouble buying a house in san francisco. a couple of people would not show him a house. they had to enlist the mayor and a bunch of people. this is their reservoir. companies would take a block and there would start wrecking houses. there were building two a day -- they were building two with a. the 1930's were the big boom times for the sunset. >> this is a recession. >> these are the homes in west would park. -- in westwood park. >> how did this perform? the composite the assembly -- come's assembly -- composite assembly. >> they would stucco it. they would put chicken wire on it. >> when i inspect buildings that are being remodeled, i see that the chicken wire mesh is completely gone. >> it is galvanized.

we turn to former mayor -- san francisco mayor willie brown and san francisco's political reporter joearafoli. this fiscal cliff was so loaded with pork. is this the only way we can get things done in politics anymore. >> you refer to it as pork. it is a method by which you respond to the interests of the people who are to cast the vote and that's not pork. >> what is that then? >> paola? >> no. it's a way to go around the system -- >> it makes the system work, not go around the system. >> it goes around the system. items of pork are voted on and that may make the system work for people behind -- >> they are in fact items that need to be appropriately addressed for purposes of keeping the economy going. >> yeah, like subsidies to rum producers and subsidies for nascar track owners. >> they don't have votes, joseph. >> exactly. i know -- >> they all have an interest, joseph and while their interests may not be taxes on the wealthy, they are prepared to put taxes on the wealthy provide you take care of their racetrack. >> they were wealthyenoughtohirealobbyistto get around the rules. >>

turn to our political insider phil matier who joins us live with the former san francisco mayor willie brownyou think of the state of the state? how did the governor do? >> what did you think? the little engine that could. is he doing it? >> you know, the 11 tries, this was probably his best. >> this is his 11th state of the state address. >> it is. no other governor matched that. >> it was amazing. i was in the chambers then and this guy was bouncing over everything. he was quoting the bible, quoting irish poets. he was quoting the king of spain. and he was doing the little engine that could all in one swoop. >> and in most cases, many of the people, what is he talking about? [ laughter ] >> members, i mean. however, he got a standing ovation. at some point when he talked about schools, and the situation of college of tuition, everybody gave him an ovation. he was well received. >> i got to tell you something. i was watching the members as he was speaking and i got to tell you, there are a number of democrats that were sitting on their hands half the time when he was speaking and some repub

encouraged people who wanted to do something because he had the backing, diane feinstein has been there, willy brown has been there, some -- i think sammy davis junior went there once. so it's not famous people haven't visited it and it's not that sam jordan was very well known. i think in this case it's what has been happening and how his spirit has been kept alive by serving the poor. that's what we need, that's what we need in the bayview. we need people who are compassionate, people who do not forget their roots. people say they represent, if you represent and you know your people, especially the people who came from the south, i'm talking to the people at home, then your representatives should be those that represent the poor, much like phillip burton did, much like other good representatives did that you respect in city hall. so if sam jordan was here i think he would have said that his work was something for the community, that working for the community, that working for uplifting somebody, that would bring joy to his heart. i think that's what he would have said and i am glad there are a few

chief officer for the city and county of san francisco serving in the administration of then-mayor willy brown. and general myat and i were talking about putting together a table top exercise and in came from some exercises from the marine corps and barry newman was a very energetic officer in the marine corps. he has gone over to afghanistan, i went over and saw him there, he was attached to the kabul police chief. i think he's going to have some interesting perspectives about working in the police department in a war zone. lieutenant commander patricia serrano, her assignments have been varied includes working as a immediate vaek core man, a legal clerk and a tqm instructor. she completed a 7-month deployment. captain mike napolitano is serving with the navy's expedition training group. while deployed in 2004, he spearheaded maritime patrol relief efforts toing the 2004 indian ocean tsunami, as well as numerous theater cooperation efforts throughout the pacific and in 2009 captain napolitano reported as commanding officer of the expeditionary training group. this is a fabulous panel and i kn
