we did it at willoughby kennedy senior center. that is displacement. why aren't we doing it in other areas for displacement with federal funding. first of all, we don't have any buildings that are being built with federal funding. the federal funding has in essence dried up. willoughby kennedy was the last one now time has gone and we are able to analyze and look at whether there really is an impact on the communities to have the preference applied. we have gone back to the state because we do have several buildings with state funding. we will have more with state funding in the future with the recent bonds passed from the state. we went to the state. we showed them analysis and they agreed that at a lower percentage we would be able to apply the neighborhood preference to buildings funded with their money. we feel that is a real win. it is better than having nothing for neighborhood preference and we are really excited to be able to apply it across the board. in the future we will be able to apply it. >> i dealt with advocates when we were doing legis
