nbc 10's katy zachry is live in wilmington. you were showing us earlier the light, fluffy snow and said there was three inches where you are, right? >> reporter: i would estimate three inches here in wilmington. as we take a look at the snow around here that's lessened a bit, the wind has also picked up. factor that with lighter snow the temperatures here we have a wonderful temperature gauge behind me. so it's 11 degrees here in wilmington. we are just north of the city. and behind me i don't think you can make it out, but one of the gas station employees has been clearing off the sidewalk and using the rock salt. two things we needed today before we left the station, washer fluid, you'll go through a lot of that on the roadways. the wipers will be constantly clearing snow from the wind she'llshe would. and also a scraper and brush. as i step over, you would see how light and fluffy the snow is. and look at the considerable amount of snow on top. this has been falling since midnight here in new castle k.kas lcastle county. and

jesse gary is live in wilmington this morning. jesse, there's a new approach and an increase in officers that really can't come soon enough for people who live there. >> reporter: chris, that's right. we mentioned one of the epicenters for violence in the city, a place where residents say crime is a con up substantiate come painon and is easy to understand why. over the past decade there have been about two dozen homicides each year in this relatively small city. in 2012 three dozen. we have learned new castle county police will now control with wilmington p.d. and this week the governors do public safety strategies to meet for the first time. residents we talk to say something needs to be done to stem the violence. >> we want the shooting to stop that's what we want. we want peace but it's going to take a lot. so i hope this community can do it and put together a lot of people that can come up with a lot of solutions. >> reporter: and before leaders can come up with solutions, they have to understand why this is happening. we hav

feels like minus 16 in wilmington. as you walk out this morning in reading, 16 below zero is what it feels like and feels like minus 14 in atlantic city. so dangerous cold here. we're not going to stop dangerous cold bundle up if you head out, especially if you're taking the kids out for an extended period of time. by lunchtime, mostly sunny. by 3:00 p.m. 16 degrees, probably where we'll top it out at and 6:00 12 degrees. another frigid night tonight. we're looking at record-breaking temperatures and we'll wake up cold. and then we have a chance for snow monday night and tuesday. we'll talk about that coming up. >> the wind is to blame for a tree snapping and falling right on top of an apartment complex in philadelphia. nbc 10's jesse gary is live in east falls to show us what's happening there. and jesse, i'm guessing a lot of residents at that apartment complex are getting up and finally getting outside to take a look at that damage. >> rosemary that's right. some of them will have to get up and move their vehicles.

most of this is in wilmington or at least areas close to wilmington in new castle county delaware and another batch farther to the south that's cruising through areas south of dover. notice how cape may though, is getting some of this mixed precipitation and areas where you see the darker blue i think that's where the sleet is falling. the lighter blue is very likely just rain but of course with temperatures in the 20's at the surface we're getting a new round of icing on untreated surfaces and 19 areas north of wilmington and in southeastern pennsylvania where there's nothing actively falling, you did have overnight sleet and ice and there is a new icy coating on many sidewalks side streets and perhaps on some areas of main roads where the salting from yesterday diminished a little bit. as we take a look outside, we have sky 6 looking at the airport. the ground looks wet there as i'm sure they've been continuing to treat the air field but do be careful walking around this morning and also driving because there are some new icy patches that have developed. 26 in trenton, 28 in philade

wilmington has tied a new record low. add the wind out of the northwest in the teens it's giving you windchills making it feel like 16 below in philadelphia. 19 below in wilmington and 10 below in wildwood, right now. all these numbers very significant, and and frostbite is definitely a possibility. it can happen very quick i will. in the delaware and lehigh valleys. anywhere from 30 to 60 minutes is fast enough to get frostbite on exposed skin this morning. in time poconos it could be as little as 15 minutes. bundle up and cover up today. thanks are mr. president, we have a lot of schools off thanks to president's day. of course we have extra cancellations because of the cold. 3 degrees on the smart phone app. storm tracker 6 live app right now 6 degrees is what the temperature will be at 8:00 a.m. noon, 17. the high today will be 21 degrees and even by then, windchills will be severe. there's snow on the way tonight with a winter storm watch and warning across the region. i'll have more on that and future tracker 6 show

other numbers were shattered in trenton wilmington and dover, all new records there. between zero and 2 degrees. allentown we missed the record by 1 degree. it was one below zero this morning in atlantic city airport coming in at 1 degree. if you were out early this morning you felt that sting on your face if you did not cover exposed skin. felt like 21 below in allentown, 22 below in reading, 20 below or so throughout the state of delaware 17 below in philadelphia and at the shore 19 below zero. wind chills have recovered but not all that much. we're still sitting near zero if not just a couple degrees above that but the winds will relax overnight tonight but we are expecting more record cold temperatures by tomorrow morning. we're also tracking this warm front to the south. , see precipitation breaking out. even atlanta expecting up to an inch of snow has this pushes to the north and east and in fact winter storm watches and advisories have been posted for our entire viewing area for the day on saturday as snow will break out first. then it changes to sleet freezing

. >> justin finch has just arrived in wilmington near the scene of the crash justin, good morning. >> off the 495 shoulder near 12th street. you can see behind us the accident is beginning here. on the four # 95 at 12th street. what we have here is a dump truck, separated on one side, the truck on another there was one driver involved in this crash here, and we are told he is injured, extent of his injuries not known this morning. however, the impact of the crash forced the truck to separate. now the investigation has shutdown both sides of the 495 here at 12th street. so drivers in the area are being forced off the highway at this portion back around the rec here. as you can see, there are a tractor-trailer being lifted onto a tow here, caring away. driver, we know, he is injuredment the extent not known here. the investigation is said to tie up traffic throughout the morning. so if you are in the area, going to work or school, you will want to re plan your route. live in wilmington, justin finch, cbs-3, "eyewitness news". >> justin, thank youment team coverage continues right now wi
