they were walking from their motel room to the winn-dixie to get medical supplies for susan's mom who was very sick, get cleaning supplies. so these were literally two families just trying to survive the hurricane. they were guilty of nothing more than trying to survive the hurricane. i also wanted to learn as much as i could about the officers who ultimately whose gunfire caused such trauma and misery. one of those officers was named robert falcone, and looking into his back story, his fiancee was nine months pregnant, and conceivably he could have gone to his bosses and said my fiancee's giving birth in two days, do you mind if i stay with her. he didn't do that. he decided to report for duty, and before this day falcone had never fired his weapon while on duty in new orleans. and the families and the police officers were both trapped. they both, in many ways, for hostages to the hurricane. falcone and a partner go to a hotel room, the last room available at the comfort inn suites and looked out the window and saw his car get sub merged. his gun was dunked in water and wouldn't fire

vicki winn went to find out the group behind the group gift a vet. >> reporter: day after day we watcheded in military clothes sat at tables with flags and ammo boxes, they accepted cash donations and made big promise to our hidden cameras. both the county and court leaders say they have never worked with gift a vet. when we asked the co-founder fallen mintz about the claims he walked away from our cameras. we learned her not registered with the irs as a charity or nonprofit. when we dug further into the co-founder's history we found he was arrested for grand theft in 2007, charges were later dropped. he dorothy arndt is listed as the group's finder in irs paperwork but we ever never saw her out collecting cash. she was convicted of aggravated sexual abuse of a 15-year-old it in 2007. she they ever returned our messages for comment. nonprofit experts say this is part of a troubling trend, groups taking vapg of the good will toward veterans. this he say unless it's an organization you recognize, steer clear of donating cash until you have had a chance to look up the group on a site like g

walter: so, in other words, they are like a safeway competing with a winn-dixie, or something.ne stays open later, the other has to stay open later to see if it can serve students better. mr. white: they have to serve different constituents, and at the same time schools should be empowered to make decisions on behalf of those people, and when you have a system that $.98 on the dollar goes to the principal's doorstep, you can trust the principles to make the decisions on behalf of the students, you have a system that is more responsive to the needs of the citizenry. walter: what happens if a principal messes up? mr. white: the system exists on a contract. we have to draw the line. i would say that no one system, because schools exist on a contract with the state, has been more responsive. walter: they are shutting down bad schools. badwhite: shutting down schools, intervening whatever it takes because you have a legal vehicle and that legal vehicle is a contract with every single board of every single school and the terms of that contract allow the government to step in and say
