what i don't understand is what is wrong with wisconsin.ve a 4.6 unemployment rate which is basically full employment, how do you say there is this huge job problem in wisconsin? most of the people who want a job actually have one. which isn't true in a lot of other states in the country. >> so low wage employment is moving the dime forward. low wage employment. because as sot said the household income went down 14%. i think it is a perfect story for the country to pay attention to. because we've got conflicting political philosophies on how to create jobs. one state has done it. another state has not. but i guess scott walker overpromised. >> no -- but i do think he overpromised what he wanted to do and what he needed to do quite frankly when it came to job creation there. but look the people who have lived under thesis policye policies have elected scott walker three times. >> trues are he has. there is no question about that. but that doesn't make him correct, okay on the issues and it doesn't suffice the record that he is unable to achi

walker was raced in a small town in wisconsin. he showed an interest in politics as early as high school and said that president ronald reagan was his role model. he spent a few years in college but did not graduate. he went on to work for the american red cross. his first campaign was for the wisconsin state asystembly when he was just 22 years old. he lost but ran again in 1993 and served in the state legislature in more than a decade. in 2010 walker decided to run for governor of wisconsin. his campaign was centered on reducing taxes and spending, and he won. shortly after taking office in in 2011, walker introduced a controversial right-to-work bill for which he has become infamous. he wanted to reduce collective bargaining for wisconsin state employees, a move that many feel crippled unions. the bill was initially passed, and then struck down by a judge. but it was ultimately held up by the wisconsin supreme court. the measure was so devisive that residents collected enough signatures for a recall in hopes of removing walker

we are interrupting our regular programming to go to wakasha wisconsin. scott walker will become the 15th republican to officially join the race. scott walker is infamously known depending on your point of view from busting union protests. the recall that he survived back in 2012 following his effort to bust the unions of public employees there in wisconsin. again we expect his wife jeanette to officially introduce her husband at any moment, joining me in studio is jeannie zano a political science professor. jeannie what should we be looking for in the speech? >> scott walker to reintroduce himself, as somebody who not just busted the public sector unions, which he did to have people remember his name. there has been some questions about his foreign policy, and somebody who could hold the line, on immigration environment and economy. i think he's going to go through a litany of things and try to reintroduce himself to the american public. while he was known the beginning of the year and people were talking about him he's ebbed a little bit and been a litt

he has been there in wisconsin. he did this.ed again and again overwhelming opposition from democrats around the country and he succeeded. he has a record. that's the essence of him. he tried to put it in grand language much more a governor than a president speaking that's why he is appealing. it's a straightforward campaign with conservative principles. >> steve, hillary clinton earlier mentioned three candidates in the speech. scott walker, jeb bush, and marco rubio. the walker campaign had to be happy about the mention. what about juan's point about going right to win iowa and how that plays there in the walker campaign? >> sorry, brad, i couldn't hear exactly the end of your question there hillary clinton did mention scott walker in her speech. she was certainly that's a gift to scott walker. the campaign has been sending out notes pointing out that hillary clinton attacked scott walker. i think what he would like to do is take those attacks and turn them into momentum as he goes into announcement week. he has wide support i

president obama was in wisconsin, you saw recently he compared wisconsin with minnesota.imilar populations, very similar demographically. very similar economically. in scott walker he crushed unions. he cut taxes to the wealthy. he stuck it to the university system. minnesota, they raised taxes to the upper 2% and invested more in education, minnesota saw more in -- >> i've got job growth over the last year in wisconsin 1.8%. job growth in minnesota over the last year .8%. >> that's -- >> in wisconsin, $23 billion. exports in minnesota, $20 billion. i've got the deficit when scott walker came into office at $3.5 billion. it's down by $2.2 billion. it seems like he's been a success and not the failure you suggest. >> not by his own stardsnds. >> the wisconsin sources were projecting a one billion dollars surplus at this point in his administration instead of $2.2 billion deficit they're facing. relative to all the states nest midwest, they're lagging. it's half national -- it's like kansas. tax cuts thinking it's going to be a panacea. >> it's a national disgrace. scott wa

wisconsin has an economy that is anything but vibrant.trails neighboring states such as minnesota in job growth. it trails many of the top national measures as regards to economic vitality. and perhaps most importantly, in wisconsin at this point, there is deep, deep division. polling shows governor walker has a 55% disapproval rating. only 41% of people approve of him at this point according to the most recent major poll in wisconsin. and notably, i think it is 67% of people do not believe he can effectively govern the state and run for president. so for all he says about being able to do nationally what was done in a blue state in a relatively democratic state, wisconsin, the fact is, if he takes his agenda national, that is not a promise to the future many ways, does a threat. and makeup earlier this year, he faced objections. you made a comment at the conservative political action conference. >> should you become commander in chief, how would you deal with threats such as i says? >> we will have someone who leads and ultimately will s

it's taken him out of wisconsin for years.hasn't paid enough attention to the budget process, that's why it's been something of a mess mess. beyond that, i think one of the real challenges that walker faces in wisconsin and potentially on the national campaign trail. over time they have come to recognize what he's doing is not working. in the most recent marquette poll, the disapproval rating is as high as it's been 55%. paired against any of the republican candidates scott walker lost witness bis in what is generally thought of as the best poll of wisconsinites? >> i'll make the argument again. the polls that matter are the ones that happen on election day. nobody's had a tougher time than scott walker in interprets of money coming from outside estate, the unions giving it everything they had to defeat this guy. and -- >> let's get the facts right here, there was a recall election he got more out of state money than his opponent mr. barrett, the mayor of milwaukee. i ran against the recall. i don't dispute what you're saying

noticed milk county executive when he became wisconsin's governor in 2011.s first budget eliminated collective bargaining rights for most public united states he earned determined enemies and a national following that has propelled him to the top tier of candidates. >> it's made him a hero nationally among republicans. it has happened him soar in the presidential run. that's help helpful. it got him into controversy quickly and contributed to that polarization which has ♪ and hasn't let go during his time in? >> the attack on unions led to daily protests and a rare raul election. >> for months demonstrators protested outside the capitol calling for walker's resignation. in the end, he won that battle and it's that stance on unions that makes him so popular with core republican voters? >> whether it was signing right to work, that's something i think shows he is not scared. political analysts say his breezy style masks a stubborn streak. >> what you see is what you get with him. very down to herthearth, straightforward, decisive. a calm demeanor about it but

we watched president obama arrive in la crosse, wisconsin.done with the segment he was going to be greeted by governor scott walker. a lot of drama playing out on the tarmac. >> it's not uncommon for republicans to do a dance before the president shows up. sometimes they do and sometimes they don't. this time scott walker did meet the president. and today he also filed his papers with the fec to formally become a president to greet mr. obama also as a gop candidate who wants to replace him officially. it will be interesting to see if the president mentions him later in his remarks. he confirmed what we've been reporting for a month that he'll announce on the 13th in milwaukee. he gets to ride a little bit of the president's coverage too. walker leads the polls in the caucus state of iowa and runs second to bush in new hampshire and south carolina the first two primaries and runs second to bush nationally. he is not likely to raise as much money as bush. bush could raise as much as a hundred million. he'll report it this month. mr. walker won'

i think he needs to take the wisconsin story, the successes he has had in wisconsin politically and make it seem like a tangible, national thing. he has a big record in wisconsin with a republican legislature. what would it mean if he was actually president? i hope -- think his advisers hope this starts a week of trying to flesh that out. josh: he has that one great credential that he took on liberal unions in wisconsin, old news to politicos, but news to those who will be tuning in for the first time. the other important thing for walker is he has shown he has appeal to different groups in the republican coalition. it's important that he strike a tone mark that allows him to keep that up and maintain that broad appeal. was there anything else you would add to that? mark: the other leading republican, jeb bush -- republicans, jeb bush, marco rubio have suggested broadening the base. scott walker comes back to the same venue where he celebrated winning his recall and a county that is almost all white and a part of the state that is mostly republican. this is very much sentiment. scott wal

you saw it here in wisconsin.minimum wage has been -- meanwhile, corporations and the fortune if you have been on the receiving end of government tax cuts over the last four years. so that is what has been going on here. what happens when we tried a class economics? just across the river -- [cheers and applause] it is a pretty interesting experiment. in minnesota, they asked the top 2% to pay little bit more. they invested in things that helped everybody 60, like all-day kindergarten and financial aid for college everybody- help succeed, like all-day kindergarten and financial aid for college students. they expanded medicaid to cover more people. according to the republican theory, all of those steps would have been bad for the economy. minnesota's unemployment rate is lower than wisconsin's. isnesota's median income $7,000 higher. wroteacrosse tribune" "minnesota is winning this mortar battle." , wisconsin isn't too fond of him right now.this very tough budget battle. just signed the budget yesterday for pretty far overdue and with a lot of flack coming his way from republicans in the legislature who previously had been loyal to him. his approval rating is pretty low. part of that dissatisfaction is that people feel like he campaigned on one thing to get re-elected and now he's on the national stage they don't really know him anymore. they don't recognize the scott walker who sort of took this very pragmatic line in order to keep getting elected in wisconsin. >> it seems that when he's tried to become more of a national figure it's hurt him at home more so than the other candidates. kasie, we'll finish up with you. obviously walker is going to be in this for quite some time. he does have big money backing him. rumors he's the favorite of koch world. but jeb bush striking number last week. $114 million. how does scott walker withstand that amount of ammo that's going to come after him from jeb bush at some point? >> wel
