in wisconsin is insane. >> wisconsin democrats won a majority of votes for the state assembly, stateture. they won by a margin of eight points. that's where wisconsin democrats hit a snag. because of the way republicans in wisconsin have gerrymandered the districts in the state. even though the democrats got more votes in the assembly, they got a ton more. they won by eight points in terms of votes for assembly seats. but still, republicans won most of the seats. >> seth: republicans won 45% of the vote and 64% of the seats. and look, i'm not saying dana nessel is right about republicans and penises, but some of those districts look very strange. from the wisconsin book festival former wisconsin governor tommy thompson reflects on his time in office then later on "after words" senator ted scott and representative discuss their work and congress. >> thanks for coming. governor thompson will be here momentarily. this is the first time i've had to wait for him. [laughter] but he will be here shortly. i thought i might take this chance to thank you for coming out. a couple things we should get to is how the book i came about and what it's like being a co-auth co-author. somebody said gettin getting twe together to write a book is like getting three people together to make a baby. [laughter] [laughter] it really wasn't like that for us. i think we work pretty i well together. the governor reached out to me in 2011 and we met on the north side and had a late breakfast and talked about the collaboration. that went pretty well and then he decided to run for the senate and never really got engaged until about three or five years ago so it still took quite a while . in the various locations but also in the car sometimes and then of course

that is apparently what's happening in wisconsin and michigan. so let's start with wisconsin. the first time in eight years, democrat also up with the governorship and the race for attorney general. now the state's republican lawmakers are trying to pass a package of bills that would limit the power of both the incoming governor and the attorney general. restrictions like limiting the ability to shift how public benefit programs are run. which would affect the ability to fulfill his campaign promises on obamacare. and limiting his authority to set rules to determine how state laws are carried out. in michigan, republican lawmakers are considering proposals that would give them more authority when it comes to the state's legal battle and shifting oversight of campaign finance. democrats believe this is also a power grab to restrict a newly elected democratic governor, attorney general and secretary of state. this is stunning to me. joining me, mark murray, nbc senior political editor rick tyler and republican strategist, and christine quinn, the vice chair of new york's democra

joining me now is one of those incoming democrats, wisconsin attorney general josh caul.ion to watching this play out in the wee hours of the morning when it's specifically targeted at what powers you will have when you occupy the office? >> well, first of all, thank you for having me, chris. you know, this is legislation that is clearly designed to undermine the results of the elections that we just had for governor and for attorney general in wisconsin. and the process through which this was passed was simply embarrassing. it was literally passed in the middle of the night and it was written behind closed doors. it happened this last evening. and one of the central issues in the race for attorney general and the governor's race was whether wisconsin should withdraw from this lawsuit that's seeking to invalidate the affordable care act which, if it's successful, would eliminate protections for people with a preexisting condition. and the legislature has now taken the power to authorize withdrawal from that suit away from the governor and given it to itself. they've basic
