wolf? >> yeah, it's very intriguing right now fareed, because if the president of the united states is looking for assurances that syria will not use chemical weapons once again, this may be a way out if in fact the russian proposal is serious, if the syrians are intent on making sure all of their stockpiles of chemical weapons are. you the under control, if the u.n. security council as ban ki-moon wants were to pass a russian resolution with russian and chinese support trying to destroy syria's chemical weapons stockpiles, that would certainly offer the president of the united states a way out of this crisis. he could come out and say look, there are not going to be any more chemical weapons attacks if all of this is serious. >> he could, wolf. it is a blow for the administration's strategy though because they really wanted to use this attack as a way of sending a signal, a very strong signal about the use of chemical weapons. he had point out secretary kerry says assad has used these weap

>> that's true, wolf. that's why i've cautioned reporters over time sometimes information -- what's happening is a variety of information goes into the command post. and it may or may not be true. they have to substantiate whether it's true north. but it gets reported out through other contacts as it's disseminated to the other agencies. that creates confusion. the first initial reports, it doesn't mean that's what the authorities at the command post know to be true. it just means they heard a report and are checking it out. the report a little while ago about law enforcement hurriedly heading toward the river south from the location or north of the location, that can be some bystander or a neighbor looked out the window, saw somebody suspicious running down the street with a gun. that could turn out to be a plain clothes law enforcement officer. so you have all types of reports coming into the command post that need to be checked out. >> and as i say, even if they come from official sources, we have to be

wolf, is there not a third option? is there not a third option where the speaker could actually put together some other kind of plan that actually ties, say, a delay in obama care perhaps for a year tied to the debt ceiling, is that not something they're bandying about? >> he could do that, and he may do that. there's a lot of speculation he would do that, but the president has already said as far as the debt ceiling is concerned, he's not negotiating anything. he's not even willing to talk to them about raising the debt ceiling. he says that debt ceiling which has to be raised according to the treasury department by mid-october, is something that he's not willing to negotiate over. they just have to do it. let's see if he holds firm to that so-called line in the sand that he's drawn. it's interesting, though, remember what boehner said yesterday at the end of his news conference. it was very telling to me. he knows the legislation that is about to pass in the house is not going to pass in the senate. the senate's not
