(applause) >> thank you, mayor lee. that was beautiful. it's now my pleasure to introduce mayor willie brown who is an iconic figure in our city. and as mayor lee said, the first african-american mayor of san francisco. it is such an -- and a very close friend of mayor moscone. so, it's my pleasure to introduce mayor brown. (applause) >> ann, thank you very much. mr. mayor, members of the boards of supervisors, assemblyman ammiano, [speaker not understood], moscone family, gay men's course, and all of you who are assembled herein, as i look around, i absolutely know that i had probably the greatest pleasure, other than the moscone children, of literally living with george moscone for so many years. mr. mayor, it was when we were in law school together, we were fellow janitors at hastings college of law. george moscone was amazing. he was just as aggressive about inclusionary activities. he was just as focused on sharing. and he had an immense pride in the city and county of san franci

when you look at the history of what the mayor brought to this wonderful city in the late 1800s, you realize you have a similar great theme that i can bring forward today and that theme continues to be one of philantrophy. he was a self-made engineer and came to the san francisco area and as a brilliant engineer he discovered the way to drain water from the great sewer lines in the area and he became so famous with his scientific discoveries that, back then, the president johnson at the time made it a requirement to honor his patent and his royalties by his great engineering try. and so all of the miners had to pay that royalty and therefore, he obviously became wealthy. and in fact, so wealthy that he was known to own about one 12th of the land in san francisco. and i don't know about you, i don't think that i own one 12th of my house. i think that the majority owners are my wife and the mortgage company. but, if we could follow in his example, most of his land, some of which now we understand to be the cliff house, or probably even more importantly the climasus campus, 27 acres on

all of you, friends, spouses, family, people who are just enthralled with this wonderful great city ofan francisco like i am. thank you for all being here to witness and honor and thank the people who are stepping up with us to help manage this wonderful great city. thank you, chief hayes white, for being here as well, and other department heads and other commissioners, thank you for joining us as well. we have 25 individuals today who are sacrificing a lot of personal time, sacrificing their own family's time away for night meetings, a lot of reading of paperwork, a lot of public engagement. we also have some 15 different bodies that you'll be appointed to today. and, so, it is my pleasure to welcome you and to suggest to you that i personally appreciate citizens of san francisco stepping forward to help us manage this city. it never is ever about one office. it's not even about two offices. it's about how we conduct ourselves to reach out, engage people in the public to help serve our city. your ideas, your engagement with us, you're aligning where we want to go to make the city a gr

so, i'm very happy to introduce as our next speaker our distinguished mayor from this wonderful city of san francisco in which the california sun shines. i don't have to introduce mayor lee to you. but i have to mention i found in your cv that you are a graduate from u.c. berkeley from 1978. welcome. we have a line up of berkeley graduates. (applause) >> well, thank you for that introduction, dr. weber. and if there's any doubt in your mind as to how governor brown figured out the budget, you just heard it. that's the power of his leadership. good evening, everyone, and thank you for your attending the 2013 inter-solar conference here in san francisco. and first i want to give my personal thanks to the governor. just a couple weeks ago, by the way, all of the mayors from the top 10 city in the state of california met with him just a few weeks ago and we had on our mind a discussion with him about the economy, our budgets, our economic challenges. well, before we could sit down at his picnic table meeting room -- if you've ever met with the governor, you should realize he doesn't have

that they have in the city and it is about investing confidence and why we exist in such a great wonderful citynd so thank you monique and the port commission and to all of your wonderful partners and staff for working so hard with the entities like pier 39 and others who will continue to invest in the confidence here and along the water front and thank you to the labor and all of your partners thank you to all of the other agents for being here, happy 150th anniversary, to our great city. >> thank you, we wish to continue your success. also, here with us today is the president of the board of supervisors, and the supervisor from our very own district three, david chiu. invest in this great city to bring jobs and entrepreneurs and thinkers and investors into this wonderful city that i love so much and thank you. >> thank you, next speaker, please. >> hello, thank you for taking public comment on this issue. my name is mark caesar and i'm here today representing organizing for action the 501 c 4 promoting action on the agenda that most voters voted for in 2012. climate change is one of those issues as you know president obama has recently brought climate change to the forefront of his agenda and the clean power sf program would align well with that agenda if it is successful and that means if the not to exceed rate is reasonable and there is a robust local build out of that program. we would encourage you to set the rate at the lowest level and implement a local build out as much as possible. as a resident from san francisco with solar on my rooftop with water and pd, i would suggest you do this as quickly as possible. and frankly i'm an appalled that there with be an unwillingness on your part, mr. torres, to vote on this. because clearly there are -- >> unw
