commissioner woo ho? >> commissioner woo ho: i think this is great that you have developed this, so we don't have just the two and the 010-year and this gives us a great chance. i thank you for thinking through and making this presentation that is easier to understand than the written report. that is very important. i guess one thing in terms of your charts here on the sources and uses, you mentioned here, the port harbor funds for roughly 21.8%. and then the general obligation bonds. so i understand the categories. i guess we're assuming then that we get the -- because we don't have all those bonds in place yet. so this is assuming what is going on the ballot, is that correct? >> that's correct. it assumes reasonably expected funds. so it does include. >> commissioner woo ho: so that's not what we have at this point, but what we're assuming going forward. >> we believe it is, and likely enough we should plan for it. >> commissioner woo ho: right. in terms of -- so it looks like going on the out-years on

commissioner woo ho? >> commissioner woo ho: thank you, i think we've all been in favor of crane cove park. it is a unique location and we understand its value and importance, not only to the existing neighborhood, but obviously what is going to change and happen at pier 70 and with the development. i think the questions have been raised, not just with this change order, but i guess we're seeing that there will be at least another four contracts being awarded to complete the park. and so i think that we, as commissioners, have some sense of responsibility to make sure that the balance of what we get in terms of the cost versus the benefit, and we do understand the benefit and we are totally in support of it and we have to be very careful because there is no, as you know, this is an open space, there is no revenue to be generated, so there is no payback for us, so we have to be careful of the investment. we have to be sure what we provide in terms of the uniqueness of this park in providing water recreatio

commissioner woo ho? >> yes, a couple questions. can you explain because i'm not sure i've seen hoseley come before us as being awarded a contract. can you explain -- maybe that might be also not good memory, but can you explain the background of hoseley and their experience with the port or with the city in terms of other work that they've done? >> hoseley corporation is a newly certified lbe. >> so it's a new company? >> it's a new company. although they are a new company, the port and cmde met with hose lay corporation -- hoseley corporation, and he explained his rather extensive background. he has been in the construction industry for over 20 years -- >> so you mentioned in the notes here that he is neither minority or women owned, so -- >> that's correct. >> so just local business enterprise, just based in san francisco. >> just based in -- so when an lbe is seeking certification, the certification go out, and the potential lb is going to meet certain requirements. they need to be based in san franci

everybody was there except for commissioner woo ho down at pier 70 for the floor city. it was a great event. mayor farrell, supervisor cohen, a lot of people spoke that was a part of this dream, and to see the family come out from back east and just lay -- everything was laid out, and i think we're on the right path. and i think it was a great day from san francisco and director forbes said something when she was up there speaking that made me think. she said she had a couple of epiphanies. i think she felt mayor lee's spirit that day, and jennifer matz' and others, and it was a great day at the pier, so thank you very much. >> so we are going right into the port commissioner's report. does anyone have any comments? i do want to welcome commissioner woo ho and commissioner adams back to the commission. they were reappointed for another four years, and they were sworn in prior to this commission meeting, so we are very, very happy to have them back. commissioner woo ho? >> i guess this has long been coming. we have a lot of peers that are in here, so i really applaud the effort to try and get some new ideas because certain of these piers, we've played with and certain developers, and things have not panned out. we're had limited success, and we're able to finally launch on some of these. i appreciate that. the only thing i didn't quite see on this, and i understand it's an rfi, and we're not bound by it in terms of what we need to do, but a couple things. i should -- i sat on another panel, i guess, for park and rec on the palace of fine arts. went through a whole process of getting people to respond. i guess it was in between an rfi and an rfq, i think, only to find out out of the six concepts, which three were hotel, and then, they found out since the historic preservation limits on the building would not allow windows, that that totally sort of cancelled it out. so i think that project is out sort of on the back burner, but there was a lot of effort, okay, put into, you know, videos,

. >> president brandon: commissioner woo ho. >> thank you, carol, and ann for this report. and i appreciate the task force, pia, and everybody. i was thinking back to when we first started the strategic plan and deciding on what some of the strategic plan goals were, and as you know, that's when we first raised resill iey as one of our goals. i think the waterfront land use plan came at the right time for us to sort of fill that in, that we talked about that, what does that mean. of course we had done tactical things along the way. with the cruise ship terminal, we have onshore power, so wie'e been doing things along the way to improve environment and climate control, but i think we were missing pieces to fill in the gaps to see all the work that we've been doing across the port. i think all of this work that has been done is extremely important to give us a way to integrate it with everything else that we've been doing. it's now, i think in the evolution of the strategic plan that we did in the waterfront land use plan and now going forward, i think it's a great piece of w
