police arrested them after they hopped a train and rode to woodley park. news4's pat collins talked to a witness. pat is live in chinatown. do we have any idea what started the melee. >> reporter: apparently it was just an exchange, one man getting off the metro car. this group of teens trying to get on the metro car. something happened, exchange of words, a sucker punch, and then came the attack. you know, police are calling this a case of wolf pack violence, a group of teenagers attacking a man here at the gallery place metro station. we're going to begin our story now with some words from a witness. >> these kids, ten of them, at least ten, just stomping him, hitting him. i could hear people screaming, but no one doing anything. >> reporter: that's leann wiggins. she was there on that red line train this morning when a man was attacked and beaten on his way to work. this security camera video from the scene shows how quickly it happened. shows how the man was pushed to the ground, shows how the crude of teens ran back to the train to make their getaway.

they ran to the scene and also radioed other police officers at woodley park. those officers then stopped the train, boarded that train and apprehended six individuals. the assault is hard to watch. one man attacked by a group of high schoolers. witnesses seeing it all. >> he sunk to the ground and five or sixteen agers are punching him in the head and kicking him in the face. >> reporter: we're learning new information about the police response. metro says it took place at 8:21. the suspects jump back on the train and by 8:24, officers at woodly park were told to intercept the train. they did and soon after sixteen agers were arrested charged with felony assault. meanwhile a few hours later dc council member jack evans became metro's board chairman. we immediately asked him what he planned to do about the violence. >> it's again a discussion i'll be having with the general manager about how we can forward with new ideas. i believe metro is safe but there is a perception like something that gallery place today and this happened over the past year that maybe it'

jim lokay is in woodley park with their story. >> reporter: here's the good news. we're at an intersection very well-taken care of, if you want evidence we saw four or five trucks with loads of snow on their way to rfk. you get a sense it's very tough to get around. we saw people trying to maneuver their way through and this has been a busy area over the last couple of nights. i know somebody who owns a restaurant around the corner. he says he's had a couple of the best nights because everything else was closed. we're learning more about the snow removal planned by mayor bowser but we're right here on connecticut after and this is still an emergency route. the emergency is still in effect and what does that mean to you? it means we're not out of the woods yet. as that snow moves out, either by mother nature or by truck, a milestone. >> today we reached 100 % passability on all of our major arteries. >> but across the dmv the cleanup continues and in the district that snow emergency is still in place on major roads. and tonight in southeast they were taking matters
