the 15-year-old girl was heading home from woodson high school when she was approached a man in a white pickup truck. he parked the truck, got out, walked over to her and asked her if she needed a ride. when she refused, he grabbed her by the wrist and tried to pull her with him. that's when a person driving by yelled out the window and said is everything okay. she struggled and got way from the man. the suspect got away. now, here is where things get interesting. because police say they don't know who the suspect is and they don't know who the man who intervened is and they would like to talk to both of them. >> the suspect at this point is a white male, probably about his 40s, 5'8", 220 pounds. the vehicle was described as a newer model white pickup truck with two pittsburgh stealer bumper stickers one on the back portion and one on the left portion of the rear bumper. >> reporter: the main reason they want to track to the citizen who got involved because he may have seen something that that 15-year-old did not see and that may help them in this case. brian in. >> wisdom martin report

housing policy in the united states since back in the day when bob woodson and i were in the vineyards in the early '80s and tony was, as well, with jack kemp, housing policies always had a bias toward more people owning houses in the federal government and that started out by having interest deductible and expanded over the years to where really now the federal government controls well over 95% of every home loan in the country. and those incentives, people react to those incentives and we've tried to make it easier and easier for people to own houses at all income groups. at some level, maybe that was a reasonable policy. but people react to incentives. it was government policy that drove the concentration of investment assets into residential mortgages and the packaging of them given by tax policy and regulatory policy and it was government policy that made an exception to a 75-year-old rule, which was the capital standards for broker/dealers and exempted the top five dealers from the normal leverage ratio and that is an example of government policy and how it it skews outcomes. so
