the first workshop will be held on november 18 will follow a rigid follow workshops in december and january. the environmental review process was recently initiated with the issuance of a notice of preparation, and we anticipate publishing our draft eir in approximately one year. our goal is to complete the environmental review and permitting process by fall 2012 and complete design in late 2012. if we need these milestones, construction could begin as early as 2013 and continue through 2015. the proposed project has the potential to bring new life to an area that is currently a dumping ground, a magnet for vandals, graffiti artist, and a meeting area for other illicit activities. the richmond sunset plan was demolished in 1996, and to date, the site remains relatively unchanged. the proposed projects will lead to an improvement over current site conditions and will help san francisco do its part in generating recycled water to irrigate the parks and other clean spaces in a sustainable manner so that future generations may enjoy the parks for years to come. >> thank you. why don't we have p

[applause] >> hello i'm charl davis program direct for the mo magic which is western addition fillmore of adolescent growth in our communities. i'm a resident of the western addition and been doing work in the community before this was organized. mo magic is part of the bay view mag i believing in the public defentders office it started in the bay view in 2004. last year supervisor mirkarimi liked the work that was doing done with be magic and wanted it expanded to the western edition. as of november of last year the program was organized. it seeks to bring community based organizations. cities and residents to talk about how to best serve the community and how we can work all together. we meet every other week in the western addition to discuss that. even though it's focused on the western addition we try to work with everyone in district 5. in serving the y

the focus of this workshop not the workshop the summit today is tow repeatedly hit us over the head with hurricane katrina when the compliment to that which is an earthquake the stronger neighborhoods will survive and the ones that are capable will dealing with a variety of issues and used to talking to one another a buddy system of a variety of levels. because i heard alarming things about the new orleans neighborhoods that in neighborhoods in new orleans in which there was not the history of conversations or history of shared projects and activism. the decision about the future of the neighborhoods whether they would exist or not is being made by the federal government and many of the neighborhoods will be park lands. that's the opposite extreme of what you want to have happen in san francisco. san francisco is about neighborhoods but some neighborhoods are better than another. community challenge grants are a fun way to stimulate these conversations. i want to point out a few great people in the room that you don't already know. give you examples of further examples of what things are

so we held a workshop and had all of the agencies that would aid us in recovery there. we had even we provided residents with text messaging assistance for elderly who never texted before. one of the things we realized after the storm we could not use our cell phones even when we were evacuated. the cell phones were down. one thing you could do was text. it was interesting. you can send a text message. we are trying to get our residents give them the knowledge to do that should we need to evacuate again. and this is just an example of a flyer for our expo and you have to tailor it to the diversity of your community. making sure what other dialects or languages that are present in your neighborhood that you address that. and you make sure that you are inclusive to everyone. just an example of our agenda for our expo. and the communications, this is a piece that we have come up with post katrina and that is a 1-800 evacuation check in number that our residents can call into in the event that we must evacuate. residents can call and let the improvement association know whe

there were a number of workshops, and they were all good. from time to time, i have come over here and i speak about a few issues. there are others, like [unintelligible] they don't come, and i don't know why. i have been coming to keep the fire alive. in 2010, because of the economic situation not only in this nation, but all over the world, china, india, russia, brazil. we have to look at our resources in a different way. on this commission we do have commissioners to understand that. they must not forget that. we are very fortunate that we can pass an initiative and have a $600 million bond measure. we have to think about it. finally, let me remind the commissioners that i brought the first people over here. i will bring them again. we have to remind ourselves that for thousands of years, we preserve the waters. it is our moral duty -- i know some of the commissioners are for conservation and sustainability. it is our duty to do the right thing. whether it is clean water or waste water, it is all connected. we have done a workshop that explores hate speech in a general way.you can reflect back on a story or experience you had where you felt that, then that can make a difference in how you treat other people. making it real for everyone in the room. >> is bullying a biggest challenge? >> i think it's a question of any kind. i think it really is about to be confident and you feel good about yourself and confident on you are you are willing to celebrate other people. so it's about becoming champions for everyone. >> and how they are raised? >> of course. this is what i would say to a young person, sometimes you have to be your own champion to get through. this be your own champion, find your community. we are out there. there are people all over who are ready to love you and accept you for who you are and talk to people, talk to adults in your life. talk to your family. they may not be ready to hear it, but they do love you and to start with that. >> way tonight ask about clear questioning, a phrase people not many people know about? >> clear is a reclaimed

those are things that we talked about during the workshop process. the program manager will be able to help us with quite a bit. other unique needs that won't be unique in the future, this is really sustainability at its height. we look at environmental performance, cost, integrating the public in the discussion about the different projects. i know it will be heard at the commission in december, and we will be incorporating the policies that are adopted here into the program. we have parks, we know how to fix things. the use of virtual design construction. we want to incorporate 3d and design so we can avoid conflict. and also a 4d component so that we can show the time component. how will it look in one year, two years? these are the things we are discussing. also, the use of urban watershed framework. we have the west side watershed and the bayside watershed. there are eight different basins. what we are looking at doing is characterizing what happens inside of the basins and having a system to do it. it will help us make decisions about the wet we
