the referee is the -- is prezum actually the world trade organization but the world trade organizationispute resolution through panels of representatives for the various members of the organization. so in a sense, all of the are the referees. and you put your finger on it. it becomes very difficult to get a referee decision because many of the referees come from very different perspectives. for. >> going to take this in a cricket direction, i hope. >> i don't like cricket. i do love rugby, though. i was offended on behalf of american football. but back to the world trade organization, what would you do to improve it? that seems to be key moving forward. >> well, there or two things. one thing that could be done would be to include within the rulings or in the legislation of the wto, things like currency manipulation. which are not now covered by the wto. yet they are very important to trade. you could put into the wto rules to deal with enterprises which are increasingly a major part of international trade but not at all addressed by the wto. those are things can you do. but i think th

why shouldn't we use the world trade organization as a court for fair trade?> no, i think the right thing do now is -- once upon a time, the u.s. was a leader in rare earth. now about 7% of that is housed in china. if you want to get access, you basically have to move your manufacturing to the chinese. you have to be in chinese territory in order to get access. we need to play fair kind of dialogue. i don't think trade war is the right way to go at all. i think going to court and working through the w.t.o. -- >> no, no. i'm saying there's not a trade war. that was an absolute key part of my xooent comment. let me be clear about this. i'm opposed a trade war. let me bring in steechb fenwick. what i'm suggesting is the w.t.o., word trade organization, is a trade court. it's a process. if we have a complaint, let's take it there. we had a system lar complaint a couple of years ago along with europe on chinese industrial commodities. we won that complaint. it's not a trade war, steven. i think it's an orderly process, and i think we should stand up for ourselves.

we brought more cases in the world trade organization. we brought twice as many cases against china as any other administration and we're winning the cases, not to be bullies but to stand up for the fairly basic principle. trade only works if everybody plays by the rules and i've never met a business large or small, that asks me for special advantage. but what they've all said is, if you give me a chance to compete on level playing field, i'll take my chances. i cannot compete if the deck is stacked against me. so the president is said, we're going to address that and last week, the president announced and created by executive order, an interagency trade enforcement center to make sure that we bring all the agencies and government that have the ability to enforce our trade agreement so we're working as thoughtfully and aggressively as possible and that we aren't wasting money. we're under the same financial pressures that you are. we've been asked to do more with less but we want to make sure we have the ability to do that. i want. >> i wa

in 2001, china joined the world trade organization, but as early as 1997, china's membership seemed assuredhe opening of china's market was the big break taiwanese hig. no longer was china just a manufacturing base for other markets. it was the market, a rapidly developing economy eager for taiwan brands. but to reach that market, taiwan needed a more central location. guangdong was too far south, too marginal. so the third wave of cross-strait investment targeted shanghai and the chang jiang river delta. gateway to central china, shanghai provided access to china's heartland market, and perhaps just as important, access to the well-educated work force critical to hiechmanufact. hsu: the third wave, basically, the i.c.... i.c. industry, and they look for some talented people, engineers, not just for cheap labor. and basically inhina, the chang jiang delta is one of the most developed areas in china, particularly in industry structure and also if you look at education level. okay, so, this area is. is good for marketing and also recruiting engineers. narrator: but the move to shanghai is not
