"we need to be extremely vigila vigilant," he said, adding darkly, "this is not a time for optimism." >> think of the little dutch boy putting his finger in this crack and this crack. suddenly, a huge crack begins to open up. >> reporter: the canaries in the react wear the engineers who bravely put their lives on the line to get the cooling system running again. several of them were dragging a power cable in reactor number three when they stepped in a puddle and radioactive water seeped into their boots. two of them were rushed to the hospital with serious burns to their feet. >> skin contamination is maybe the least of their problems. there are lots of organs inside the body which are far more sensitive than the skin. >> reporter: the doctors have since determined the water they stepped in was 10,000 times more radioactiv

>> david wright reporting in from japan tonight. david, thank you. we want to bring in joe cirincione. we heard david wright say that safety warnings might have been ignored. we've been wondering all along about this, six reactors clustered right together in an earthquake zone. why on earth would they do this to begin with? >> yeah, well, the answer, david, is primarily cost. it's more efficient to put your nuclear reactors together in a cluster like this. they design these facilities to withstand all the probable events they're likely to encounter, but not the possible. it's just more expensive to design for a rare earthquake or rare tsunami. unfortunately, even rare events happen. >> a lot of people are going to wonder about the nuclear plants in this country. curious to know, have they thought about all of the potential scenarios or only a few because of cost? >> they've thought about them, but they haven't designed the plants for them. so, we have plants on earthquake faults. we have plants in hurricane paths, in tornado paths. it's time to have

but as david wright reports there are also moments of joy. >> reporter: dramatic bit of hopeful news, a miracle rescue. rescuers freed this 80-year-old woman and her grandson trapped since the tsunami. she was apparently pinned under her fridge and the two survived nine days eating yogurt from the fridge until the grandson flagged down rescuers by standing on the rooftop. the japanese coast guard released dramatic new video of the tsunami before it hit shore. that dark shadow on the horizon is the wave. as it passes right under the bow of the coast guard, you get a sense of just how enormous it is. silent footage, but it is jaw-dropping. on land, they're still dealing with the damage wrought by that wave, mostly at fukushima daiichi power plant. the plant has already contaminated japan's food supply. spinach and milk farms, tokyo tap water and fava beans exported to taiwan. government officials are downplaying the risks saying you'd have to eat those things for a year to be exposed to radiation equivalent to a c.a.t. scan, but many are concerned anyway. the potential economic toll of

david wright is in japan tonight. >> reporter: today, japanese search and rescue teams in this coastal town got sudden word of survivors trapped alive. inside the debris of this three-story house a 16-year-old boy cries out. he tells them that his grandmother is with him. 40 minutes later they're free. weak and dehydrated but alert and able to speak. she's 80 years old. trapped in her kitchen. eating yogurt for nine days from the fridge that pinned her down. rescue workers strapped her into a harness and air lift her out. country starved for good news. a morsel of hope. this is another coastal town. wiped off the map by the tsunami. the fire chief here saw this coming. two years ago, the seawall broke after another earthquake he said. he was worried about it and i told my bosses. the giant harbor gates, designed to protect the town, failed to shut, when the earthquake struck 45 of his men rushed here to try to shut them by hand, all of them were swept away. the fire chief now feels guilty. ashamed to be alive. he spends all of his time searching for the bodies of his men. but the story

abc's david wright in osaka has that and the news on the effort to get those reactors under control. >> reporter: the frantic effort to cool the nuclear plant appears to be making some headway, and radiation levels are slightly down. >> things appear to be on the verge of stabilizing. >> reporter: then last night reactor number three puffed out an ominous cloud of black smoke and work suddenly stopped. all workers on site forced to evacuate. those first responders are exposing themselves to potentially lethal doses of radiation. they said this weekend they left home in such a hurry, they had to say good-bye to their families by text message. "i apologize to them," the lead firefighter said, his voice shaking. he said one of the wives texted back "i hope you are the saviors of japan." but as the water from their hoses cools the reactors, it's been leaking into the ocean, seawater just off the coast of the plant now has radioactive iodine at 127 times the normal level raising concerns about contamination to fish and shellfish. already the food supply is tainted. tokyo tap water shows e
