wyoming's commissioner to the upper colorado commissioner in wyoming governor representative on the colorado thank you for providing the opportunity to present testimony today on behalf of the state of wyoming. you've heard about the conditions at lake mead and lake powell the impacts are not limited to the system reservoirs and the water shortages due to the extremely dry conditions. in wyoming as in other places we rely on whatever runoff is available to the rivers and streams and the water supply is not sufficient to supply all only the most senior water rights. therefore like the other upper basin states the users have routinely suffered shortages even though wyoming has developed less than two thirds of its full supply. during drought years, wyoming water use is reduced by more than 20% compared to the years when water is more plentiful. the shortages get less attention and require more federal declaration. they carry with them economic impacts. collaboration will continue to be the key and responding to drought. since before 2000, the basin states reclamation mexico, basin tribal leade

arizona, california, nevada, colorado, utah and new mexico and wyoming we stand to lose 18% of the water allocation. fortunately arizona is prepared for these cutbacks. we are implementing measures that keep more water in the colorado river system and improve water efficiency in our farming. we plan to save enough water so that most will not be impacted but we are not out of the woods. last month the interior department produced a new forecast showing water levels in lake mead could soon decline lower the world's largest public infrastructure project when it was built in the great depression currently the capacity is 35%. it's the lowest level since the lake was first filled. it's sister reservoir is the second largest man-made lake in the united states and its 35% capacity but at 30% capacity. lake mead and lake powell are the poster children for the western drought it's where one submerged. we have that here as you can see. about 1299 at full capacity and it's about 1,067 or so above sea level today. at lake powell only two of the boat ramps can still safely unload motorized boats and

i talked to people in wyoming, they are most bothered by what they are paying to fill up gas and when they go to the grocery store but those aren't the only things they don't like in the bill, they don't like the content of the legislation in regard to illegal immigrants, amnesty projects and to have illegal immigrants. direct pay checks from the government for people here in this country illegally. they don't like the fact that there is more irs agents hired, and entire army of agent specifically focused on auditing american taxpayers in the effort to get more taxpayer dollars and squeeze it out of taxpayers and they don't like the taxes and penalties on oil, gas and coal to make it even more expensive to drive or heat your homes, they are all things that are problematic in the bill and american people when they don't all this about the bill are overwhelming opposed to this legislation. after we get through this year, this inflationary christmas, people will look at joe biden as he goes into his second year end they are going to see the president where inflation is at record high num
