wyoming is the first state to grant women's right to vote. it was the first government in the world to continuously grant women the right to vote. 50 years before the nineteenth amendment to the u.s. constitution. louisa swain was the pioneering woman who cast the first legal vote in a general election under wyoming law. on september 6th, 1870. i can't think of a better name for a federal building than the first state to recognize this and enshrine full suffrage for women into law. many women played any central role in the journey towards suffrage but the simple act of voting was the shot heard around the world and she deserves this recognition for a federal building to be named after her in cheyenne, wyoming and i want to thank both senators cardin and ben holland for joining me in this legislation. after mrs. swain left wyoming she made her home in maryland, buried in baltimore where you can visit her grave. i know that both senator cardin and senator van holland are proud of the home state's part in the story of women's suffrage, being fro

billionaires so why is it that wyoming or montana doesn't say that's a great idea. okay, that is a completely fair question and let me respond to it in two ways the people from montana and wyoming are unlikely to have a choice about whether or not to impose a wealth tax on californians because the constitution there is a perfectly plausible view would outlaw a wealth tax that was designed that way. that's part of what i wrote about in the book and it's part of what i mean when i say the constitution has a bias in favor of protecting the wealthy as to your point about redistribution and small states. i guess what i would have to say to you is this look at who represents those folks in congress. because realistically of the two parties and it's not fair to call them monoliths in any way but of the two parties one party typically favors programs that would involve a higher level of social welfare and some degree of wealthy redistribution. the other party is opposed to increasing most forms of social welfare, and in fact opposed to most forms of wealth redistribution ag
