and how does the president say no without xi taking it the wrong way? he sent joe biden. look, i think john kerry would be delighted to go. he's been the principal interlocutor. i think he would be an appropriate person to send. joe biden, who went to tokyo, would be an appropriate person to send. i want to make clear that biden runs risks here. he has been seen as having a policy that's quite consistent and being tough on china with the trump administration, knowing it's one thing democrats and republicans largely agree on. as that starts to cool and stabilize and we start seeing some room for cooperation, you know, the potential to be criticized by across the aisle as being soft on china is something that they are going to be extremely cautious about. there's no way biden can go directly and personally, i can't see that happening. >> frank, what do our asian allies want from us when it comes to china? do they want a more aggressive posture? like i said, you were ambassador to singapore. you've got some countries that basically they would like to be fi

xi jinping hasn't left china for almost two years. one, it's always important in diplomacy. we're going to have conflicts with china over the coming decades and maybe the rest of the century. we can't afford to have conflicts based on misperceptions or bad information. this reduces that. but number two, remember the chinese system. nobody else in that system can make decisions, nobody else can do anything but read talking points when they're meeting with our national security adviser or secretary of state, secretary of defense. xi jinping, because of the nature of that system, is the only decisionmaker. and that's why i think it's vitally important for president biden to have one on one face time with him directly. >> but to your point, you're saying, look, the good thing is that they're actually meeting. you have jen psaki saying don't expect any specific deliverables from this be discussing how to, quote, reasonably manage the competition. so what can this meeting accomplish, especially since they're not going to be sitting down fac
