yee. we have already defined the value of art and music, and we have an arts education master plan. the charge is to implement the arts education master plan. that is how they are spending their money. it is based on a master plan we approved that puts measures in place on what it is a child needs in order to receive a well-grounded education, including the arts. i am ok with all of that. we as a board have said give the money to the schools. let them choose how they want to do violence prevention and learning support services. we have left it up to the schools to decide how they use those dollars. then we go into restorative justice. that is a board priority. that is over baby we own. we want you to put the money there. it is clear what the value is of restorative justice. when i think of the academics support pieces and assessment system, those all speak to our college curriculum, and the way in which we are looking at the delivery of these services to our students. family support and translation is a board priority. those are not even up for grabs. for the first time, we have giv

linda yee shows us why nurses at oakland's children's hospital are so concerned tonight. linda. >> reporter: well, allen, children's hospital here has been slapped with a $10,000 fine for violations that they say made sure that their staff was not in any safe working condition. and this is because they have had a recent osha -- osha inspectors were here recently . here's what they had to say. >>> reporter: the incidents were dangerous and according to osha, the hospital's lack of training policies were unacceptable. last july, a gunman ran into the emergency room and held two staff hostage he was running from police. several months later, three gunshot victims came in, one left on the steps of the hospital. in the chaos and confusion, hospital security locked out the nurses and doctors who ran out to help. >> they wouldn't allow us to bring the patient inside. the patient was dying and needed immediate care and i -- my job is to help the patient. and that's what i was trained to do. and there were a number of other people involved in the incident were running across the s

linda yee on who police believe should shed some light on this case. linda. >> reporter: allen, they are looking for that dead woman's husband. the couple checked into this hotel the ramada limited on lombard earlier this week. her body was discovered in here yesterday. and now the coroner is not saying how she died. police would only say it's suspicious. the lombard street hotel room is sealed and homicide inspectors were on the scene. the body of 47-year-old colleen waterman of riverside county was found in the room yesterday by housekeeping staff. >> interviewing a couple of people. i have no comment at this time. thank you. >> reporter: billy and colleen waterman were reported missing on monday by their daughter. soon after the body was discovered, the couple's car was found parked on highway 1 at devil's slide. there was no trace of the husband. >> we are still looking for billy waterman as a person of interest as well as following up on other investigative leads. >> obviously when you find a dead body in a hotel room, a relatively young woman --

linda yee with the latest. >> reporter: several fires at one time is considered unusual and firefighters say it does put a stress on their department's ability to cover other neighborhoods. worse yet, firefighters say it's their belief that a serial arsonist may be out there and if that's true, he or she is likely to do this again. three fires broke out within an hour just blocks apart in san francisco's castro district. the first one was in a dumpster, a second in an apartment building at 16th and market streets. firefighters say the top floor is gutted. seventeenpeople lost their homes. >> was sleeping, heard noise, there was a fire, got everybody out. getting the cats out. we couldn't find the one dog who lives in the house and we're spending a lot of time trying to find him. >> reporter: firefighters eventually found the dog hiding under a bed. the third blaze was at 17th and hartford across market. this one was empty because the owner was doing construction work. fire investigators believe they have a serial arsonist who will strike again. >> we're saying it could happen again. and
