vice president yee: aye. that's five ayes. vice president yee: ok. so on the resolution itself, comments? commissioner maufas: major, i had a couple of questions, just as we saw yesterday about how there is a commission's officers and enlisted personnel at each site, is that correct? one of each? and that's in compliance? >> the program is designed to have an officer, commissioned officer, generally someone who would have already done it and then an n.c.o., a lower ranking individual as an assistant. and the requirements over the years have never been for the n.c.o. to qualify for the program through the government, to get the government credential, to have a college degree. that's slowly changing as the army and military changes their requirements. so that's the way it was set up. we don't all have that in every place because we've lost some folks, general powell left, we lost lieutenant colonel over at washington through retirement, etc., etc. so we haven't been able to replace people. so we're having -- some of these programs are run by n.c.o.'s w

commissioner fewer: thank you, vice president yee. thank you very much and thank you to all the volunteer parents on this committee, very important committee in our district. i just have a couple of questions. one is that on your recommendation about the school site principals need to be held accountable, i wanted to know, do you find that principals don't have a full understanding of the purpose of delac, the importance of an elac and that also they don't also know how to organize a membership for elac? >> i feel most likely it's a communication problem. principals have a lot of work to do. i've been with delac for the past seven years. i have so many complaints from the parents. some of the principals try to have a functional elac so this way they're less -- say it this way. so they can plan the budget themselves. they don't have to go to the meeting with the elac member. so they kind of avoiding on it. vice president yee: things for the explanation. last week, i was looking at those numbers only and was not comparing it. i do not need any detailed information. a general explanation is fine. >> the numbers in the presentation are the numbers of the second reading after the book went to print for the first reading. there were some corrections that were found and incorporated in the second reading. they are primarily corrections to some revenue numbers. for instance, the revenue number changed a little bit because the first reading had a $488,000 pass-through of rainy day reserves to the charter schools. then i did a report that was an oversight on my part of not incorporating that as a line- item expenditure. so the second reading is an attempt to make the numbers agree with that report. but they are primarily technical corrections. vice president yee: you mentioned 400 something thousand, but the expenditure went down by $2.50 million. which is good. i would just like to know where you made the corrections. i guess i want to make

yee, didu want to speak to this one? >> good afternoon. this proposal actually is being recommended as a package. both items together should be considered together. what we have found was in the last five or six years from our files, we have five separate requests for additional stock science at this location. that is a really strong indication that there is a strong community concern about safety in the area. there were four reported accidents in the last five years at this location. three of them involving pedestrians. it is exacerbated by the fact that there are two schools nearby. and what we found, working with our colleagues, when you have a bus stop on the far side, it is not an issue. having the stock on the far side requires the bus to stop twice. the first time unnecessarily. it is justified because of the documented safety concerns. we work very closely with the safety department as well as transit service planning. to move from the far side of to the nearest side. that will eliminate one of the stocks that is unnecessary. that
