let's go to supervisor yee. supervisor norman yee: thank you. today i'm honoring an outstanding individual in district 7. mark christensen. please come to the podium. mark work tirelessly throughout the year with his neighborhood organization metna. which stands for merced extended triangle association to ensure his neighborhood gets the attention it deserves. besides supervisor avalos does anybody know where it is? when you come off the freeway on 280 going to 19th avenue, you shoot over the little triangle area. that's part of my district that hardly anybody knows about. but i do know and it has a nice supermarket area. due to mark's work it has not been totally forgotten. he works very hard to fill the unoccupied spaces on the mall and was successful in bringing the much needed grocery store at the time. mark is a driving force in recruiting many other people to get involved and work in a positive way with both city and the neighborhood. that is why he is also being awarded the neighborhood empowerment network lifetime achievement award that

supervisor yee? supervisor norman yee: thank you madam clerk. first i want to thank supervisor kim's comments and taking a lead on submitting the resolutions that i'm coauthoring with her with supervisor avalos. the three main strategies that we are going to really get to the zero tolerance which is the street improvement piece, enforcement piece and education piece. all three of these strategies many of us are already aware of them, certainly in the district 7 pedestrian safety plan that report that i help put together this past year pointed out those three strategies. today i'm introducing a resolution along with supervisor's kim and avalos to create an action plan. let's go beyond, we are going to take a leap into the attempt to get us to zero. and so we want to have this pedestrian safety public awareness targeting the vehicle driver's and pedestrians. a lot of times we talk about this pedestrian safety awareness plan, people toned think it's all about what pedestrians should be doing. certainly that is an important piece of the ingredient,

supervisor yee. >> thank you, madam clerk. today, colleagues, i am sending an inquiry to various city agencies asking them to participate in the working group to consult with each other on implementation issues with the noise laws in the city. in my district i have had many constituents contact my office with noise complaints. and after reporting those to the department of public health, my office found that many city agencies have overlapping authority over different aspects of the law and making it difficult to figure out who is supposed to enforce what. furthermore, technology improvements to how noise is understood and measured -- having evolved since the ordinance was last revised. the purpose of the working group will be to suggest potential solutions to improve how the manage noise issues within our city family. i expect that will come with this time limited working group to make recommendations for revisions to existing noise ordinance and/or develop city-wide policies to guide interpretation and implementation of the

on tuesday several members of this board, myself, supervisor avalos, yee, campos, chiu shgs introduced a plan for san francisco to inmriment a plan addressing three core areas that we feel would address pedestrian safety. in reaching a goal in ten years of zero traffic fatalities following cities like chicago and new york city who have followed models and sweden and other areas. we fouk us on energy, education, and enforcement efforts and i'm hoping to hear a very clear commitment this evening from our police department to partner with us on thesish efforts. the resolution kicks it off scombh and we plant to send this to committee and we want as much information on your expertise and what we can do to support the efforts of this city. our combine goals is getting a commitment that sfpd will report and the commission police on a traffic enforcement and collision data requiring officers to participate and share the training. ultimately we want to know that the department is taking collision reports. and those reports are being followed up in the event of serious injury, that they're bein

supervisor yee. >> thank you. i want to thank supervisor wiener for bringing up this issue. the -- i get in my district actually concerns lighting or the lack of lighting or broken lighting and so forth are many of the calls i get. i appreciate you're bringing this issue. i think it's very important and we need to have discussion around it. i would, at some point, that we need to put some resources into improving our streetlighting. i'm a little concerned about that it is being brought up at a late time. i would have appreciated more if this had come up a lot earlier, but like supervisor avalos, i believe that this is only a week, it's worth having some focused discussion around this issue. i don't necessarily think that i might be supporting amendments at the end, but i'm willing to listen to the arguments. what it does for me is that we're making a statement that this board believes that streetlighting is very important as we move forward and i hope that's a message, if nothing else, to the capital planning committee that they need to -- we need to start addressing this is

i want to recognize supervisor yee who requested to speak as well. >> thank you, president chiu. i also want to add myself to the list of people that send condolances to the families that's been impacted. ~ recently. basically, i've seen this was a horrible year. it started as a horrible year with the 8 that got killed by vehicles being in district 7. and regardless of whose district, we shouldn't be talking about our district. excuse me. this is a city-wide issue and we need to tackle it as a city-wide issue, not district issue. i, too, been a friend of isabelle hughey over four decades and seen her work throughout those decades. not only from the places she worked, but also sitting on various boards and organizations. i hope that we all could ask people to support the lou family in terms of helping them with their financial difficulties to deal with this situation. i think the sherman school is collecting funds, as supervisor mar mentioned. as i mentioned at the beginning of the year, this issue was already important to me. one of the things i never talked about -- actually, my

[speaker not understood]. >> while we see a concentration of pedestrian facilities in i would say district 6, the tenderloin, south of market where we've seen also a lot of bike fatalities from collisions with cars, cars colliding into bikes, that it is a city-wide problem and it's becoming almost hep dim i can in its nature in the city. on new year's day, the same day that the young girl lost her life, district 11 resident also lost his life on the corner of rolph and naples in the crocker amazon neighborhood. mr. zeng was walking along the intersection of rolph and naples, was hit at 3:30 in the afternoon, broad daylight, but a driver who had failed to stop at a stop light. i do believe that we need to have a real investment in our pedestrian strategy. we have to have investments in enforcement and we have to have real investment as well in driver education. and i fully support what's been p
