>> yes. >> supervisor yee: okay. you mentioned e.m.r., and number one, what is it, and for people that don't know what it stands for. and how do you use it? what rating -- where is it that you deem a contractor not very safe in terms of the number? and do you know if the other departments are consistently using e.m.r. at the same rating? >> well, e.m.r. stands for the experience modification rate, and it's used by the -- by osha to evaluate safety standards in the workplace. so typically, the national standard's about one. of course, a lower e.m.r. rating lower than one is better. higher than one is -- is one is worse. to my knowledge, i'm not aware of how the other city departments use the e.m.r. rating. we're currently within discussions within the p.u.c. to evaluate and establish a consistent portion of our questionnaire in order to make sure that we quantify favorable rating versus an unfavorable rating and -- for our future evaluation. >> supervisor yee: do you know if this e.m.r. rating is predependable? >> bas

to supervisor yee. i, too, have some concerns about one of the candidates and in particular upon the interview with my staff member, seemed to have very little knowledge about the programs and largely the needs that are going on in southeast in school district ten. there is something that concerned me and that was that, fiscal year 16-17, 10,386 youth between 5-17 served in district ten. 29% of them were african americans, 32 were latino, and when asked questions about equity and service to these particular constituencies, the answer was not sufficient. so i hope you will support myself and supervisor kim in the request for a motion to continue this item for one more week. this is an appointment to the seat 11 currently there are four vacancies, appointment to the children, youth and their family oversight and advisory committee. no secret the children and youth of southeast in san francisco are disproportionately serviced by this commission, and i would like further time to vet the candidates. supervis

so, commissioner yee, i will turn it over to you. >> commissioner yee: thank you. thank you, chair peskin. so, i was able to attend this conference called child in the city conference, and one of the reasons why i was very curious about it was because they list cities that have been accredited to be child-friendly cities, and there were none from the united states, and i thought that was kind of weird. that maybe we could learn something from this conference, so basically the first line would just tell you that, this is where i went. and it's actually the ninth conference of this kind. it's a national conference, which was pretty european centric, since it was in vienna, and then the themes that i sort of picked up on was, you know, when we do planning for child-friendly cities, we should have the children's voices. creating space for play was important. streets and empty lots are resources for playing environments. links and junctions can be useful. many cities throughout europe have taken up this challenge and improving their streets for pedestrians and where chi

. >> president cohen: supervisor yee? >> supervisor yee: thank you, president cohen. i want to thank supervisor fewer for bringing this lemgislation up. everything that supervisor ronen just said, i totally agree. the -- we're really at the place where our seniors or ageing population are exploding. in my district, it's one of the highest percentage of seniors in the city, and we're seeing that go up even further. and the issues that i've been dealing with with seniors in the past few years is exactly this issue of who's going to care for them? and one of -- there's really only in my mind two possibilities where we could have as a city, impact the situation. one is how do we reverse the losing of our residential beds for seniors? and we have a work group now that's setup for that. and we're going to hopefully find some solutions and start reversing it. i've been talking with laguna honda hospital because there's actually room to build some housing there. and what i'd like to see there eventually is not just one type of assisted care living there for seniors, but sort
