supervisor yee? >> president yee: thank you, madam clerk. colleagues, today, i would like to introduce a resolution to support a.b. 127, spleet streets act of living. as you know, vision zero is a priority for me. as the author of the vision zero policy, we have made significant strides in terms of engineering and education, but last year, we reported more fatalities than in 2017, and this is not acceptable. yesterday, i heard from trauma surgeons at san francisco general that nearly half of the 4,000 traumas received in their emergency room are from collisions. one half of the pedestrian deaths are seniors, and three-fourths of the traffic deaths are walking or biking. we must do everything to stop these preventible injuries and deaths. this is why today i am introducing resolution to -- in support of the s.b. 127. on january 10, senator wiener druzed the complete streets act for living bill. currently cal -- caltrans prioritizes car and truck traffic -- 13% of our streets are the location of 70% of our severe collisions. many of these are

>> president yee: which means yes.about independence and having our own independence as the city and county of san francisco to have our own power, that this is one part of the conversation. i just want to remind folks if we want to be truly independent in providing energy, clean energy to the residents of san francisco, we need to really think about a green new deal -- a local version of a green new deal, and that is really about building our own resources for renewable energy on our own land, our publicly-owned land outside of san francisco. so while we're talking about the distribution today, i realize. but as long as we will have to buy power, renewable and clean energy again and again and again, and compete with other jurisdictions, we will always be dependent on another source. so i'm just going to urmg everyone on the board to keep that in mind and to push back on what some of the supervisors said today about just the local buildout here is not being able to sign people up for clean energy, but it's being indepe

i am supporting norman yee to be your president of the board. it is a very cold winter and the rain is coming. we have lots of homeless people in this city. i am sure that supervisor yee will provide a safety net for our homeless so that they have a place to rest and spend their time and before he becomes running for school board and supervisors, he worked as a peace crew or the head start in chinatown. when you went into their organization, just one head start school. he spent 15 years when he left. that is his record of public service. after that, building up all these schools, he went for the board of education. the students benefit from him and his policies, and then we heard so much that the formation , when they were babies starting with two years old, and then the city should be spending more money for the head start and norman yee will hitch the way. he cannot do this all by himself he needs the whole supervisors who support him as the president president of board of supervisors. thank you. >> thank you for your comments. next speaker. >

we're joined by supervisor yee. >> supervisor yee: thank you, chair tang. i'm excited to have this legislation before you today. if you remember, we've gone through several evolutions and i'm proud of the work we've done to create an extension of this program. this legislation aims to address not one issue but three. one, the need for childcare options. two, affordable housing for childcare providers. three, to help alleviate the building in filling storefronts with active ground floor use. family childcare homes are licensed by the state of california and allow providers to operate in their own homes. family childcare is one of the more affordable options for families in san francisco. additionally, they are high-quality and reflect the diversity of languages and cultures of our communities. however, as we know with a volatile housing market, providers are feeling market pressure if they don't own their own homes. we heard heartbreaking stories of people evicted from their homes. not only were they uprooted from their communities, they lost their livelihoo
