commissioner yee? >> president yee: i think the staff might have addressed my issue. when i sort of looks at the funding for the repairs and -- repairs that m.t.a. want to do for repairs of light vehicles, one of the things when you take up with estimates, you can taken into consideration the acceleration of the replacement vehicles that would be coming in. knowing that the services that they were doing on the vehicles couldn't happen all at once, and you'd probably have to do a little bit at a time, and if it's coming in sooner than you had anticipated, then, you wouldn't have to repair or refurbish some of the vehicles which means that the amount of money that you would need to do the work would be decreased. and i think staff's amendments seem to take this into consideration. so i'm okay with it, and i would be supporting the amendments. >> chair peskin: and do you have any preference as to the 50% reserve or 20% reserve, commissioner yee? >> president yee: i think it should be 35. >> chair peskin: there you go. all right. commissioner walton? >> supervisor walton:

we're joined by president yee and supervisor ronen this morning. last month -- no, it was actually in january, there was a pretty stunning indictment of the billing practices at san francisco general hospital. note i call it san francisco general hospital -- by a reporter at vox.com. and the story focused on a young woman broke her arm in a bike accident, and she ended up in the only level one trauma center, which is at san francisco general hospital, which is a remarkable facility. a few months later, this woman ended up with a bill of over $24,000 which her insurance provider, blue cross-blue shield only covered about $3,000, leaving her with a balance of over $20,000. it turns out this story is not rare, and this is in fact much more pervaseive that any of us knew. it turns up that the reporting in the chronicle done by heather knight, and it turns out every story she uncovers miraculously ends up being settled with the patient paying the co-pay. but these are a handful of what turns out to be thousands of individuals, and we learned yesterday t
