it confuse the issue for me. >> president yee: supervisor man d delman. >> thank you, supervisor yee. i oppose s.b.50 in it's current form and a co-sponsor in this resolution. i don't see a particular problem in having the conversation with the board of supervisors continue and having further work be done on a more specific set of recommendations that we would then pass out with more specific legislative changes we'd like to see. i'll be voting in favor of both supervisor brown's proposal and supervisor mar's. and a couple observations. one of the things that strikes me is the overheated nature of the rhetoric around s.b.50. to hear some of its proponents, you would assume by the passage of this law, lo and behold, the heavens will open and there be housing for all and we will not have homeless people on our streets. i think that is not true. i think the impacts of s.b.50 will be felt over years and decades. what will be certain if power is taken from local governments to regulate zoning which is a quintessential governmental power will not be given back and the phenomenon of our cons

i do have a question for rec and park, if you don't mind, president yee. >> president yee: sure. >> supervisor fewer: is there a representative from rec and park here? >> yes, supervisor fewer. >> supervisor fewer: yes, thank you very much. so much has been said about sharon meadows and the noise policy at sharon meadows. can you tell me, and can you clarify how this outside lands is different? >> when the sharon meadows policy was adopted, it was meant to apply to an impact of sound that could occur every week on saturdays and sunday. we were having a great number of concerts in sharon meadows, and so our commission came forward and passed a policy that said to staff, you can continue to have these, if they meet this sound limitation. if you need to do something that exceeds it, you have to come back to us for a separate approval. and sharon meadows is a very small venue, relatively speaking, as well. >> supervisor fewer: so, are you actually saying to me, is it because that at sharon meadows it's a different venue, but also that these are events that happened almost every weekend or more fre

>> president yee: any other question or comments? i'll say it now. when the prop k pass in '84, i was around. i know the reasoning behind it. it was the basically, a financial district. it's almost duplicate issue we're seeing south of market now that we saw in the '70s and '80s. they were building more high-rises and realizing that it was going to cast more shadows. that's one the reasons why this proposition was passed in the sunshine ordinance. we made the application through buildings that were put up then. the community fought like crazy. if you haven't gone through this battle, you don't understand how important sunshine is. what you heard today was there was no additional sunshine cast on this particular park in the winter months basically. whets it's going -- when it's going to rain. it doesn't cast anything until february. that's great. it cast largest shadow during the months where kids will be out there playing in the evenings. when you consider what's the impact. i think the impact is much larger than the analysis. supervisor peskin thank

thank you. >> president yee: thank you. next speaker, please. >> martin mcintyre, founder of the san francisco neighborhoods and second founder of par. all laws should be obeyed. that indicates no sound 250 feet from the event. you forbid phone rings from disturbing this hearing, so how could you possibly consider allowing incessant boom, boom, boom from outside lands' gigantic speakers heard four miles away inside cal mart and laurel village and homes all over districts 1, 2, 4, 5, and 7? for over 20 years, rec and park has allowed money to trump the laws and sold our right to peace and quiet in our homes. rec and park sold the authority for loud speaker permits from the entertainment commission to avoid the board of appeals. loud amplified sounds, events, make a mockery of golden gate park's mission to be a peaceful refuge in a noisy city. rec and park permitted profitable amplified events at sharon meadow that force the nonprofit shakespeare in the park to leave the quiet glen next to the quite conservatory of flowers. u

>> supervisor peskin: thank you, president yee. i would like to concur with many of the things that the district supervisor who represents the part of the city where this project is taking place just stated. he referenced -- and i will say her name, because she and i were in the same contest in the year 2000 when i first ran for supervisor and that is meagan levitan, who did indeed in her e-mail say it was one of the easiest votes that they took. and i would point all of you to the letter or the document that mr. williams on behalf of the ceqa appeal put on the overhead, which said this is an adverse impact. and i want us all to do this based on policy. yes, we are elected officials, so we are de facto politicians, but when there is something in the record that says this is adverse, that it is an impact, i don't think that we can say it's not an impact under ceqa. so i completely respect what supervisor haney has put forth relative to approving item 21 and tabling items 22 and 23. and i don't know how many of you were on this board

supervisor fewer. >> thank you, president yee. i wanted to associate my comments with what supervisor mar has just said about the imbalance in our city about the building of affordable housing. i also really think that the chart on page 4 of the report which eliminates, take out the replacement units, is a much more realistic number as far as how far we are behind because quite frankly, those are units that have already -- are already in use and are affordable. we need to look at how much newly affordable housing we're able to add to the housing stock. this is about units already there and that chart shows a more realistic number of how far we are behind but i also want to bring attention the need for a direct line of funding for affordable housing because when we have just concentrated on production but not preservation, this is what happens and this imbalance happens. so i just want to say and note of course i keep telling people that i'm losing affordable housing units every day. they're saying to me, oh, really. but now i'm lo

i'd like to welcome supervisor safai and norman yee. the floor is yours. >> thank you, chair peskin. the legislation is a small attempt for us to address the growing need for childcare facilities in san francisco. we have 23,000 infants and toddlers and nearly 20,000 preschoolers in this city. 85% of the children 0 to 2,do not have licensed care and many have unmelt nee-- unmet needs. there are over 2,000 families on a wait list to receive care at it hit moment continues to grow. while the passage of the early care and education for all last june meant an unprecedented level of investment to eliminate the waiting list and to expand access to our middle income families, we're still awaiting court decisions. at this point in time, we have a long way to go in order to provide services for this growing demand. and we certainly need to do more to support the childcare educators who are barely getting a living wage despite the significance of their work. we all know how expensive it is to seek quality childcare for a child. it can cost more t

thank you so much. >> president yee: next speaker. >> hello supervisors. i'm going to be using a presentation. i'm representing a community planning discussion which happened april 3rd. about 40 people attended this community planning discussion on parks and open spaces at the betsy carmichael. it was a mix of parents, workers and kids. this is rendering of a park where one of our community members who was born and raised in soma, was able to render the pathways of the data that was gathered from the workshop that happened. you can see, within that green patch, the yellow dots is where the youth hang out and within the back, it's a mix of the yellow and red dots. which are adults and youth from the workshop. on this image we'll be able to view how the impact will significantly affects the youth and adults from the workshop. we talked about several things in the workshop but actually i'm going to share a few because of lack of time. in one question where it was asked something about the lack of open spaces. soma will affect me and my family because the answ
