supervisor yee? >> president yee: colleagues, i am proposing legislation to assist our ageing population in san francisco. by 2030, 26% of our preponderates will be seniors. -- of our population will be seniors, and we need to invest and give thoughtful attention to places that seniors can age in with dignity. seniors 60 and older makeup almost a quarter of the persons in san francisco who are under the poverty line. the city has not planned for or built sufficient housing suitable for seniors today. in our city's pipeline of affordable housing units, only 12% are being proposed for affordable senior housing. not only are we not building enough housing for seniors, when we do build them, they are clearly not affordable for seniors. many seniors are surviving off of fixed income such as social security. not even the most affordable housing units are fixed at 50% a.m.i. for one person, that income is roughly $41,000. seniors makeup to three times less than that on their fixed incomes. this situation is

my name's yee. i'm very disturbed that supervisor pak -- peskin wants to name the new central chinatown subway station after the name rose pak, a chinese spy. there was an article published in 2018 that i want to share to you all later. there's a paragraph that i wanted to read. according to the four former intelligence officials, there were widespread concerns that pak had been co-opted by chinese influen chinese politics and was organizing numerous junkets to china. political junkets are used by chinese intelligence for civilians. every single hotel room is bugged. concerns about pak's links to the chinese communist party occasionally percolated into local political debate, but the intelligence communities identification of pak under a likely influence is being reported here for the first time. so i think it'll be a shame for san francisco to name the subway station after a spy's name, and so please, supervisor and president, do not name the subway station after a spy's name, rose pak. thank you.

supervisor yee, the floor is yours. >> president yee: good morning, chair. thank you, colleagues. following two years of meticulous research and deliberations with public safety departments, i'm proud to finally have this legislation heard in committee. vehicle telematics, a.k.a. black boxes or gps tracking allows vehicle to report history, speed, diagnosis, including automatic smog check and safety. telematics is not a novel concept. many commercial fleets in nearly every commercial industry has gps and similar technology in their vehicles. in 2015, i noticed as a board, we were approving a large amount of payouts to lawsuits. between 2010 and 2014, the city paid $77 million in litigation and lawsuits directly related to our fleet. this is unacceptable. driving a city vehicle is a privilege, not a right. in may of 2016, i passed legislation to install telematics technology in the majority of our city departments vehicle with the exception of public safety departments. today, more than 4,000 of our city's fleet has this technology, and we have already seen significant increases in

president yee. >> president yee: yeah. thank you, chair fewer. i want to thank everyone for your patience today. after all it took so long, two weeks to figure it out, since we found out that we actually had this additional $100 million. i say that sarcastically, of course. knowing that people have to work really hard to get to this point today. there probably was even more discussion over this $100 million than the first $500 million. it was -- it gave an opportunity for many of us, whether you were from the community or from the educators or from my colleagues, even more time to think about what if. and with the addition of $100 million, it became what if, rather than that's it. because of that some of this discussion was sort of brand new, some of it was partly brought up earlier. and, you know, unlike the first iteration, we had much more time to think about it. so there was some tense and i have to give it to everybody, and this to everybody that were involved, kay hart liquor, amy and everybody else from the mayor's staff that was involved.
