supervisor yee? >> president yee: hold on. >> clerk: okay. >> president yee: okay. so i'd like to introduce a hearing -- over the past week, there has been a brush fire near lake merced that was contained by our first responders, the san francisco fire department, but was spread out over an acre. this was the state of about 16 tennis courts to give you an idea of the size. a few months ago, in my district and part of district eight, there was also a camper who had been living in glen canyon who thought it was okay to burn his trash in the canyon. because of the vigilant resident who contacted my office and the response of the rec and park department as well as the park rangers, the city was able to prevent what could have been a very serious fire. there are thankfully a lot of open grass areas in the city that still exists, but we have to be sure that we are managing these spaces lawfully and comprehensively, which -- with an eye towards preventing wildfires or man made fires. most federal scientists believe that california will have warmer than average temperatures

president yee. >> president yee: thank you, madame clerk. supervisor walton, please add me as cosponsor. >> supervisor walton: my pleasure. thank you, president yee. >> president yee: so, colleagues, i'm introducing a hearing on san francisco foster youth status, placement and future. under governor brown, a major child welfare initiative was developed called continuum of care reform. in 2015, california passed assembly bill 403, which i intended to phase -- is intended to phase out group homes for foster youth. with the phasing out of group homes, the intention is to place children and youth more quickly into foster families. not known as -- now known as resource families. this is critical step as studies show that children have better outcomes when placed in home environments. however, in san francisco, more than half of our foster youth are placed out of county and 25% of those are placed more than 100 miles away. the very act of being placed in foster care is dramatic, but now more than -- more often than not, these children and youth ar

thank you. >> president yee: thank you. next speaker. >> good evening, supervisors. audrey rume with new neighborhood council. i'll be brief. i just want to point out the san francisco's ordinance on precautionary principle and urge you to stop implementing this technology until we know better. here's what the precautionary principle of -- san francisco's precaution principle states. where sets up irreversible damage to people or life exists, damage or certainty to cause and effect hadshall not used -- [inaudible] >> so if this is a technology that we know so very little about and implementing it in a city of 800,000 -- over 800,000 people could be catastrophic. so it's not too much to ask you to stop implementation until we have that data that tells us the health of the residents. and also, like the previous driv speaker, i think it's reasonable to pay the taxi drivers back the medallion many. i think in a city with $12 billion budget, we can afford to do something for these folks. >> good evening, supervisors. i urge you

[applause] >> president yee: supervisor mandelman. >> supervisor mandelman: thank you, president yee. st. francis lutheran folks, you want to come up. today, i want to honor st. francis lutheran church on church street for the sunday morning hospitality hour. for nearly 25 years, members of st. francis and their neighbors and friends have provided a weekly breakfast for all of those hungry. each saturday, volunteers meet in the afternoon to sort food donated by trader joe's and whole foods and deliver to the church by the amazing folks at food runners. then bright and early on sunday morning, like really bright and early, like 5:00 a.m., volunteers meet to prepare a delicious warm breakfast. each week more than 100 meals are served. last year, st. francis was able to serve more than 6,000 meals over the course of the year. they provide an hour of respite for folks facing chaos on the streets, a warm room to set aside belongings, read, chat with with friends or just rest. people ask me what they can do about homelessness in san francisco? i encourage them to volunteer to st. francis or

thank you. >> president yee: thank you. next speaker, please. >> good afternoon, president yee, and supervisors. my name is john. i've address this had body before -- addressed this body before about animal rights generally. we're here today specifically because six activists, myself included, currently face felony charges in sonoma county to connection with investigations and rescues of factory farms in that county. the background is that we spent years documenting criminal animal abuse at facilities across the state. and we delivered that documentation to the california department of food and agriculture, district attorney, the sheriff, animal control and other agencies. and all refused to take action. and what they told us was that these facilities are regulated and they follow industry standards. and, therefore, there was nothing they could do. but the law in the state is very clear that animal abuse, neglect and torment is illegal, regardless of whether it follows industry standards. and on the advice of counsel, inclu
