we will go to jessica yellin. she will be in the rose garden getting ready for the president of the united states. gloria borger and john king are here with us in our d.c. studios. gloria, what are you going to be looking for specifically in this roll call vote? because some of these members, republicans and democrats, who are up for re-election next year, it's a sensitive vote for them. >> yes, particularly republicans who may be challenged by tea party conservatives. we know that senator orrin hatch of utah, for example, is going to vote against this and he may be facing a challenge from a very conservative house member, and so you're going to have to see new members, new tea party members, how they're voting and it will be interesting to look at the moderate conservative democrats in the senate who are running or may be challenged to see whether they actually vote for this or not. >> i think it's clear joe manchin, democratic senator from west virginia, i think he's already made it clear he's going to vote agai

jessica yellin, we heard from the president this morning.he president also congress, you know, now saying they are now able to tackle jobs and unemployment, but has anyone actually outlined a plan? >> well, it depends on how you define plan, brooke. both have a jobs agenda. the problem is there's no overlap. the president, you know, you hear him talk about his list. you've heard it before. he wants to motivate investment, infrastructure, get trade deals done, you know the list. republicans talk about wanting to cut taxes, entitlement programs which could help grow private sector investment. but the big question is how do you accomplish this when there's so little overlap and so much acrimony between the two parties and seeming inability to reach compromise without a crisis. and bystanders here in washington fear there won't be much done on this front until after the 2012 election. >> you look at the numbers, six senate democrats, 95 house democrats voted against this compromise. how much did the president alienate his base? >> well, there ar

let's go straight to the white house to chief white house correspondent jessica yellin.e to see you. i want to go behind the scenes of vice president joe biden. tell me what was his role and how crucial was his role in averting the first government default? >> crucial, brooke. i'm told he was the main point person in the final negotiation to get this deal done. according to my sources he did speak to speaker boehner on sunday but his conversation with mitch mcconnell sealed the deal. they have a historic relationship. they met regularly during the vice president's term in office here. they've kept that up. and then in this final week during these negotiations there was some contact, but after speaker boehner's bill passed the house and it was clear it was going to defeat the senate, then senator mitch mcconnell, called vice president biden, said what he would need on his end and two of them went back and forth all weekend. the senator getting back and forth. of course, the president's team had done a ton of legwork ahead of this, months of negotiating before, but, yeah,

as jessica yellin reports now, a new jobs plan might be his best hope with the emphasis on "might". >eporter: even during a speech to the american legion in minnesota, the president couldn't resist a preview of his highly anticipated jobs plan. >> next week i'll be speaking the the nation about a plan to create jobs and reduce our deficit, a plan i want to see passed by congress. we've got to get this done. >> reporter: it's an effort to jump start the economy and shore up his dwindling poll numbers. a recent cnn/orc poll shows only 37% of americans approve of how the president is handling unemployment. next week he's rolling out a package that's likely to include an extension of a payroll tax cut for workers set to expire at the end of the year. also possible in the plan, businesses could get a tax break for each new worker they hire or even an additional credit for hiring the long-term unemployed. outside policymakers consulted by the white house say other possible ideas include a program that gives the long-term unemployed job training experiences with local businesses and new spen

you just heard what jessica yellin was saying that it's unlikely big could get passed. he do anything at all? >> well, very good question, gloria. the real choice, and this has been the debate in the white house is my understanding, the real choice is a bunch of policy initiatives that sound completely reasonable such as jessica was talking about a moment ago, that may one or two particularly if they're tax cuts have a chance of getting through a republican congress. but really are small compared to the magnitude of the problem. 25 million americans right now who are unemployed or underemployed who are looking for full-time jobs and as you said a record number of men who are not employed, or alternatively go big and maybe say to the congress, the republican congress, that's okay, i don't expect you to go along with this. i'd like you, i'll fight for this, but i'll take it to the american people and run on this as part of my platform in the election. we do need at least in the short term a major jobs program and it is consistent, entirely consistent, with long-term budge

jessica yellin's got inside details of the president's new jobs plan. senior political analyst david gather begin is here to analyze it plus former george w. bush press secretary ari fleischer. jessica, what do you know about the president's plans for next month? >> reporter: after labor day he's going to unveil a jobs proposal that my sources tell me will have specifics in a way his critics have been calling for. so according to my sources it will be actual legislation. that is real detail. until the package will be new initiatives not a rehash of the policies we've been hearing him promoting recently like patent reform or an infrastructure bank. my sources say there'll be proposals in three main categories, targeted tax cuts, another big one for the white house is new infrastructure investment, and then long-term help for the unemployed. i should point out this is all being worked out right now. it will continue to be hashed out over the president's vacation. the president is meeting with his top economic advisors tomorrow. i'll told it will come up t

our jessica yellin is at the white house. kate bolduan is staying by on capitol hill. ali velshi and richard quest will add their financial expertise to this. two hours on a special report here on cnn, wolf. >>> let's first of all listen to what the president of the united states said. he delivered these remarks just a little while ago. >> there are still some very important votes to be taken by members of congress, but i want to announce that the leaders of both parties in both chambers have reached an agreement that will reduce the deficit and avoid default. the default that would have had a devastating effect on our economy. the first part of this agreement will cut about $1 trillion in spending over the next ten years, cuts that both parties had agreed to early on in this process. the result would be the lowest level of annual domestic spending since dwight eisenhower was president. but at a level that still allows us to make job creating investments and things like education and research. we also made sure that these cuts wouldn't happen so abruptly that they'd be

jessica yellin at the top of the hour reported the president will get another address after labor dayific plan on creating jobs and dealing with the economy. by the way, here's the president going up to the microphone for another town hall in illinois right now. he will be becoming a lot of people and thanking them. what do you think about the notion that another speech, more ideas. this time supposedly a big specific plan. >> i'm looking back at the president and i see the prices which also influence the economy over the last couple of months. this is an opportunity for the president to set the stage for the republicans and democrat who is will figure out this grand bargain. let's hope it not only includes cuts, but job creation and more stemless. we need more than a program that cuts spending. we need something that grows jobs. >> more stimulus requires the house of representatives to pass spending bills. you know who has the majority? >> let me tell you something. the approval ratings are so bad they are going to come back and find them. >> the republicans will vote for more spendi

let's bring in jessica yellin, looking at this story for us. even before this huge sell-off, there were concerns of what's going on from the president's perspective, but now it's intensified. >> there are eye-catching numbers for the president president in this new quinnipiac poll from florida. we're looking at independents. those are the key swing voters that the president has to get to get reelected. first, before the debt deal, they were asked, 42% of independents approved of how the president was doing his job. 52% said they disapproved. after the debt deal went down, 33% say they approve, 61% say they discusses approve. now, that is a huge drop in a very short period of time. it would look like he's taking a very serious hit with independent voters who want to end the partisan gridlock, who want to break through the way washington has done business as usual. but there is plenty of time for him to get distance from this deal and from congress before the next election then there's this twist that we were keep in mind. it's a different poll.
