i think we have done yeoman's work to try to set the stage for good, successful wrc 19, but i do worry based on mike's. in 2015, you can show up with the best -- based on 2015, you can show up with the best intention and run into nations you block together and prevent spectrum from being reallocated, whether to protect domestic industry, or they just don't want the u.s. to get ahead. that is problematic. you could see the same stars aligning as we go into 2019. i hope that's not the case, but that worries me about the itu. i have been critical of the itu overall, not just in spectrum, but how it functions today. i expect more out of the organization. those countries interested in moving forward on 5g and other spectrum opportunities will not wait for when the rest of the world community reaches a point where we were frustrated enough that we will move forward, as we almost did in 2015, with a number of like countries and our own structure. we would like global harmonization. there are benefits from global harmonization, from being in the itu. but if it's not going to be a successful or
