cnn's matthew chance is live in yeonpyeong near north korea. so many threats coming from pyongyang, is there a sense that some kind of action from north korea is now a matter of when and not if anymore? >> reporter: well, it's very difficult to say, zoraida, because it is such an unpredictable country that we're focusing on that is making all these rash claims and rash threats. the latest one that it's put its armed forces on high alert. those forces that are attached, assigned in a sense, with striking u.s. bases in guam, in hawaii and on the u.s. mainland as well as areas in south korea. it's a repeat of a threat it made a few days ago in response to overflights by u.s. b-52s over south korea, which it does on an annual basis with its allies in south korea. but all of these issues have angered the regime in the north very much indeed. of course, in the past, they have made good on some of these threats. in fact, i'm talking to you from one of the places which they shelled three years ago, this island of yeonpyeong off the west coast of south

back in 2010, yeonpyeong was attacked by north korean artillery of the there was no warning, shells,ined down on the small island, causing widespread panic and destruction. at least four south koreans were killed. memories of the attack are still fresh. we finally arrived on dry land, and came straight to the spot where the attacks took place. you can see a few of the destroyed houses have been preserved as a reminder. there are scorched walls here, some of them pock marked with shrapnel and broken glass. family rooms have been burned out and left empty. all quite a poignant monument to the people who were killed here. and of course, to the danger to this island, that north korea continues to pose. islanders say renewed north korean threats are bringing anxieties flooding back. it's been almost three years, and i remember how my heart sank when i witnessed the attacks. now i'm feeling more threats and i'm having pains in my chest all over again. >> reporter: images like these, that kim jong-un, being flanked by the same military units that carried out the strike. they're adding press

cnn's matthew chance live in yeonpyeong near north korea. matthew, other hotlines are still working. so what makes this so significant? >> well, there are already about eight or so hotlines that exist between this very closed-off kingdom in the north, north korea, and its rival in the south. and so, the fact that one of them has been disabled now by pyongyang obviously has an impact on the ability of the two sides to communicate. and that's important because we're experiencing a very heightened period of tensions on the korean peninsula, of north korea tested a nuclear device last month. it carried out what many people believe to be a long-range rocket test in december of last year. and since then the tension has been ratcheted up as we've been reporting, almost on a daily basis. this is just the latest step along that road. >> all right, matthew chance for us. new this morning, buildings shaking in tie pay, aftershocks jolting central taiwan after a powerful 6.1 magnitude earthquake shook the island earlier this morning. this is what it loo

our matthew chance is live from yeonpyeong island only seven miles from north korea.at's the significance of this? >> i think it's significant because it's north korea trying to do whatever it can, short of actual military action against south korea, to kind of damage relations between the two countries, if you like. i mean, you're right. it's cut military hotlines before. this is a key one because it's a hotline that exists in something called the kaesong industrial complex which is a jointly sort of operated industrial zone in north korean territory. where south korean companies, very high tech companies often, have manufacturing spaces which employs many, many north korean workers. and so, you know, in the sense that closes down it could actually be damaging to north korea, as well. but you know, it's just comes as another one of the threats of the actions that north korea's been carrying out over the course of the past several weeks, since it faced renewed sanctions at the united nations over its missile and nuclear programs. to show its anger and outrage at the s
