i hope that you as city and county residents will see in our work that we really take some efforts that will reform. anybody that has participated in the criminal justice system for any length of time knows that it does not work from whatever and will you are looking at it, so the question is how do we make it better? we hope to engage all of you in that. we are starting neighborhood courts, and a lot of efforts that we hope to engage the city and county in supporting us and looking at ways to move away from the over incarceration of people and look at ways to reform their behavior. the efforts we have undertaken when george was appointed to the position -- jeff asked him to come to the public defender's office to have a question and answer session, which he did, and i attended with him. we are told that was the first time that had ever happened, and we reciprocated by asking jeff to meet with the district attorneys in our office. we have begun a dialogue that both sides think is very healthy. we have identified a number of issues that we think require further exploration, so we are cre

as you all know, mental health affects every area of city life. and as many of the eloquent previous speakers spoke to senior centers, used shelters, community centers, public transportation, the people who are not getting our corporate mental health care are often hidden in homes where families have to deplete their budgets and take care of them. i am talking about the people with bipolar and other serious disorders, who, if their immediate situation does not rise to the level of going to cite an emergency, as many of you know, or become hospitalized, they do not get services. so, i want to urge the city not to be penny wise and pound foolish when it comes to preventive services and sustained services for people who need them in the city, not only to protect public safety, but to bring our families together to function adequately. thank you very much. you for considering this matter. i also want to thank supervisors wiener -- supervisor wiener for his part in this as well as the city attorney. as you may know, we have had issues of violence around our nightclubs, and since i was elected a supervisor in 2008, we have moved forward and passed a number of pieces of legislation to address different aspects of public safety related to nighttime violence. we have asked our nightclubs and club owners to employment security plans. we have also passed legislation that would allow the entertainment commission to shut down clubs that have had a history of public safety issues. we also passed legislation last year to for the first time create legislation to require party promoters, particularly those that have been involved in issues of public safety, to further beef up what they need to do. this particular issue has to do with night live-related violence that is taking place in parking facilities near entertainment venues. last year, and number of individuals, including some club owners, came to my office and requested help in addressing this longstanding issue of what happe
