so, you see city college is a stepping stone for my family. i'm here today to speak briefly about the negative impact to the student body, the payment plan system has caused as well as to request to reinstate the board of trustees. on november 12 of last year administration sent out an e-mail notifying students of the implementation of the payment plan system starting this semester. this payment plan system has contributed to dropping enrollment and makes it harder to stay at city college, particularly for students who are most vulnerable including low-income students, working class students, and immigrant students. there is no proper notification of the payment plan other than that one single e-mail that was sent out to students. there is no regard for students where english may not be their first language, where they have no access to computers or the internet, and the fact that many notices and e-mails sent out to the student school e-mails do not go through because of the internal computer school system. more over, implementing a payment p

you may remember this map in the presentation last month. this map shows the concentration as a percentage of total rail across the city you see the underlying parcels are for formula retail it's moss much less concentrated in districts that have controls. formula it is 24 percent of retail square footage in retail districts with control vs. 53 percent of retail in districts out control. on average formula retail establishments occupy more space than invent retails. there's been 3 and 10 thousand square feet. the planning code requires a separate cu in the c-3 district and 50 square feet in other other retail districts. this is an important understanding for two reasons one formula retail fill different inches in the retail environment and two the c u controls may not be that meaningful since few complete the threshold. this table is designed to illustrate the mix of retailers. in commercial districts with formula retails in place the most common types of stores a pharmacy stores and apparel and assessor stores and other grocery stores. it includes pet stores and others to name a few. the most common types of the specialize retail stores are

night they thought they would have had this under control but you may be able to tell, it's incredibly windy here in the city. you can see trees bouncing around. winds are gusting powerfully and that's made it very difficult for what firefighters are trying to accomplish. but look at this video from yesterday. you will see part of the apartment building collapse. that is how intense this fire was. that is not a surprise for firefighters. that was the plan, letting that part of the building collapse made their job easier in what has been a very difficult firefight. more than 150 firefighters have been out here trying to get this building put out. the fire broke out nearly 12 hours ago on what they believe to be the 9th floor of this 220 million apartment building. because it was under construction, the sprinkler system was not fully installed, so firefighters did not get any help from that. one firefighter did have to go to the hospital for minor burns but they will be okay. still, there have been a lot of challenges from the fire overnight. >> we had a mud pile in the back of the fire billing and a rig on the sidewalk wh
