with the young people and set up times to meet with those young people. what we found is that many of those young people have been disengaged from the academic environment for quite some time, so our work has been over the school years to further identify what those barriers to attendance and getting better grades and engaging the school -- we have tried to really find out what those barriers are and work with those young people. that is what our work has been looking like as well as connecting young people and their families with support services, specific to where they need those services, the types of needs we have had the we have been able to identify and the things they have expressed. but again, the district attorney's office has referred 15 young people, and we are actively working with them, as well as the school district has made referrals. during our pilot time, we also had a number of calls from parents who called hearing about the tarc center and had students that were true and that they wanted support for, so we have also worked with those fa

a lot of young people use drugs because everybody is doing it. and sometimes because they're, you know, depressed and they need a way to escape. and that's what i've learned here. before coming here, i was a very self-centered person. i didn't care about anybody else's feelings but my own. i've learned to look at myself and pick out the things that i feel are wrong about myself and work on them to better myself. i've learned new coping mechanisms when i get angry, upset, sad, i have ways to deal with that and people who are here for me, who support me, and who i can talk to. the staff are great. any time i have a problem i can talk to them and they listen and give me good advice. i've reinforced to the family the importance of family therapy, continuing to stay involved; also outpatient treatment is very important. so it's not just like, oh, see ya, you were an inpatient, good luck, have a good life. you know, it's that we want to reinforce ongoing recovery through a type of therapeutic modality. five years from now, i plan on having my own busin

where a young person goes that we watch out for our children. and if it's not my child, it's your child that i watch out for them. i don't let them go home alone day after day, even if i am working. i'm sure that a neighbor or a community center or an after school program that the young person goes to because between the hours of three and seven is when most of our young people are getting into trouble because they're left home alone way too much. so if the protective factors don't work, mark, what type of treatment is available for youth today? well, there's not enough treatment available for youth today and that might be a good place to start by talking about what the disparity really is in the number of youth who might need treatment and what's available. for example, right now we see that among the 13- to 17-year-olds that only about one in six who need treatment get treatment. and if the older youth age range of say 18 to 24 it's even worst; only about one in 20 are in treatment who might meet the criteria for a drug or alcohol dependence.

are a young person. so we have this expectation that we can somehow do some magic to kids and they'll be fixed. but that's not what this is about. kids are constantly changing and we shouldn't expect that kids are just young adults, that they're just short adults, kids have their own special dynamic, changing developmental trajectory. you know, just being an adolescent period is a stressful time period. and how do they deal with those situations? you know, in school you get english, reading, math but not life skills training, you know, how do i talk about the things that i'm going through? how do i go to an appropriate adult to ask questions and get help? so what they do is they turn to things that work and drugs work. marijuana is something that helps them deal with the stress. alcohol is something that helps them deal with their stress or their anxiety and it gives them superhuman powers, sometimes-they think-to be able to talk to girls or to feel tough or to not have fear to meet their day in that kin

we don't want 40 percent of our young people using. so we are working with our parents in programming, we're working with increasing our community program. we are mixing together both evidence-based programs, which mark talked a little bit about in the treatment area, we have the same type of programs and prevention that are based in evidence with what monique talked about a little bit about environmental programs, changing the conditions and the norms of a community, one community at a time, and adding to this a huge focus on collaborating with all of our federal, state, and local partners. we have found that's really the key, that we need to work with our fda. we need to work with the center for disease control. we need to work with criminal justice and departments of education along with parents and help people see that substance abuse and mental illness is just another illness that we are dealing with in our country just like we are cancer, heart disease, diabetes, and the rest. and the underage drinking campaign as well. the under

some young people are ready for change. some young people want to make some changes. and some may not, or they may not want to at the moment. but our job, our model, is to just be that hand when they are ready. -- our motto. we expect our folks to be that hand and be that person when they are ready. we keep an open door policy for our young people. those have been some of the things that have worked in the past. supervisor dufty: one more question. i just want to theorize that i think for a lot of students that are truant in high school, that they might offer the argument here, "i don't have the problem. i have a problem with school, and this school is not working for me." in some cases, students that i have talked with that have been -- months went by before it heron was contacted, so how do you gain credibility and not just be perceived as trying to put some money back into a situation that is not working with them? is the district going to cooperate in terms of transferring students to programs that may be more likely to succeed for that individual? >> definitely.

so we're talking about, we're talking about the young children in their families' household. and when you ask how much they took, it turns out that instead of taking one or two teaspoons or tablespoons of medications, our young people are taking 25 to 50 times the recommended therapeutic dose, which is clearly not what the pharmaceutical company intended. so it's an important thing to keep in mind that the age range that we're concerned about is everyone but particularly our young people when they take so much and they risk complications; overdose is a very real complication. and i think that we need to be very cognizant of the fact that the-a parent speaking to their teenager is extremely impactful. research states that the more understanding and education that the youth gets from the parent, the less likely that they're going to use the over-the-counter medications as, you know, thrill-seeking or, you know, get into trouble that way. so parental education and information to their teenager is extremely important in prevention. beverly, you wanted to add something? yes, i did

police returned the fire and young was hit twice in the groin. barrientos fled after the gunshot shooting out the windows of this car he was trying to carjack. the driver was injured by flying glass glass but not hit by the bullets. barrientos took a 1999 green mazda which was found saturday in tennyson park in hayward. misconducted searches in homes throughout the area. one in union city this afternoon as a manhunt focused in a neighborhood near ninth and g streets. >> we started hearing a big bang and there was at least eight, maybe 10 and to me they had to have been tear gas. >> reporter: police broke into the house after handcuffing the woman owner who told us police held her in a police vehicle several hours. she was not arrested and later returned to the torn up house to finish a party cookout in the miss of the mess as tear gas lingered in the interior. barrientos expected back in the bay area sometime tomorrow with police officers. meanwhile police say they'll have a more detailed discussion, news conference, monday about this case. >> do
