police say he used a cell phone to record up young girls' skirts at a local publix. news 6 reporter troy bridges joins us live outside the baldwin park publix where it happened. what have you learned about the guy? >> reporter: the 27-year-old suspect is from orlando, born and raised and does not have a single criminal record in orange county, but police say twice last month, at least twice, he targeted this publix here, using his cell phone to film underneath the clothing of young girls. >> our detectives talked to him this morning and he did confess. he confessed to videotaping, video voyeurism. >> reporter: the 27-year-old scott irwin, arrested on thursday as witnesses identified him as the man in this publix surveillance video. his cell phone inside a shopping basket while recording video on the phone. he placed the basket on the ground near several young girls, capturing images underneath their clothing. the two reported incidents were on february 3rd and again on february 24th. police seizing irwin's phone and computer. news 6 asked investigators how will they
