it's brought all this attention to youtube and to what policies youtube has. the video from a few countries already. indonesia as one example in which there's some laws there that actually give them a reason to pull it. they also chose to pull it from egypt and libya as well, saying they were concerned about the sensitivity, but the white house the other day asked to take a look and youtube came back with a statement, we're going to leave it out. it's well within our rules. they have some guidelines that they follow in deciding what videos should stay. i want to show you a clip of a video in which they talk about this. take a look. >> we encourage free speech and defend everyone's right to express on pop lair points of view, but don't permit speech that attacks a group based on certain characteristics. we draw the line at content encouraging illegal activities. >> so, encouraging violence, for example, is it demeaning a group of people? some could say i think this does. many other people especially in the united states are saying no, thest a matter of free exp

google which owns youtube refused to remove it.y people wonder where does free speech cross the line. leslie harris joins us from washington. she's the president and ceo for the center of democracy and technology and helped create google and decide as what comes down and what doesn't good morning. >> good morning. >> so under what circumstances is youtube required to remove a video? how does that work? >> well, youtube's operating under united states law, and there are very few situations where they areequired to take down content. we don't have hate speech laws. the only kind of hate speech that is illegal in the united states is when it insights imminent lawlessness, and i think google was correct that the video in question did not meet that standard, so they made a decision globally to leave that content up. that's the right decision. it's very, very difficult. we have -- youtube gets 72 hours of video uploaded a minute. we have thousands of tweets coming in a second. we can't expect these companies to be screening on the front

now we find out that the white house is asking google's youtube to consider reviewing the controversial anti-muslim film to see if it violents the terms of use. julia boorstin looks at how google is reacting to this. first, what are we hearing from the white house? >> even as president obama and secretary of state clinton paid tribute to the four americans slain in benghazi earlier this week, the administration is at least trying to slow down the spread of these anti-american protests across the world. they disclosed today in that effort that they had asked google and youtube to review their terms of use to see if this anti-muslim film violated those terms of use. the request was made on tuesday night as that violence was taking place. it was only disclosed today. it appears so far that youtube is not taking the video down, although they have said they are restricting access in some countries. this is a situation where the administration is not in control of events. they're trying to do whatever they can to slow down the violence. >> it seems to me to just blame the video is really misg
