november 2004, almost five years ago, yvonne hutchinson was killed by a drunk driver on route 231 in charles county on her way home from work. ryan reffert was charged being intoxicated and driving without a license. his 1-month-old child was in the back seat of the car at the accident. he pleaded guilty and served three years in jail. the family of yvonne hutchinson thought the sentence was too lenient at the time, but recentler were shocked to learn he was again driving illegally. a check of court records reveal he was arrested twice this past april, once in calvert county, once in st. mary's county, and faces charges of driving without a license. >> it's very frustrating that once he gets out he reoffends again. it seems there is no rehabilitation at all. that he just completely disregards the law, apparently, if he is going back to reoffending and driving without a license. he parentally he doesn't care. >> the reality is that he does care. he is currently in alcohol treatment. he is probably about 30 days away from securing a valid license. >> reporter: his lawyer represents him
