joining me now is corey smith from the housing action koa lismghts thanks for joining us. >> thank you for having me. >> why is prop c a good idea for san francisco? >> it is pretty simple. we have a number of underutilized vacant offices downtown. they are not being utilized for anything. we know we need more housing in the city. so we aproacht policymakers and said how do you convert these offices to housimake any sense.o by waiving the transfer tax for these conversions and only for the conversions, that we know you will be able to take some of these offices and build new homes. >> it is a big new tax incentives for people who are billionaires, buying these buildings. and how is that a good thing if they are giving it a tax break? >> it is only going to get paid if the property transfers. if we maintain the status quo, it will be empty. and nothing will actually happen here. so it's about revitalizing the downtown, trying to bring residents downtown and creating more of a 24/7 neighborhood in our downtown core. >> it's a big gamble though with this tax break because you're sort of c

. >> we're joined by corey smith from the housing action coalition and an opponent of the measure. >> good morning. >> thank you both for being here. i would like to start with charlie. why do you believe this proposition is so important? >> proposition e housing our families and workers is an opportunity for san francisco really to set on the right path to achieve the affordability we need to serve our workforce and house working families. all of us are touched by the afford ability crisis where we're working family in the sunset or fillmore or china town, bay view, we all experienced that pressure and that's happening because over the last number of years, san francisco has far exceeded the production of high and luxury housing. we've built more than 51% of our state mandated goals but when it comes to affordable housing, we're short and reached less than 50% of our affordable housing goals so san franciscans are priced out. it means the next generation coming up in the city can't imagine a future in their hometown, it means many of our aging population on fixed incomes are trying t

. >> speaker: corey smith on behalf of the housing coalition, thank you supervisor engardio and melgar for leading this conversation in the district. i've been meet with eugene lou weekly for a lot of months now and he's got family in town was the reason he was not able to join. a couple of things, we talk about the numbers and everybody agrees that there is nothing for this 80 percent income. we're building up the platform and designs and engaging with development partners, specifically so we can have the 80 to 120 percent home ownership units, these are designed fob home ownership but we don't want any of dan's dollar, the goal is to be privately finance middle income housing. and this amendment is about feasibility. as board member pes a looted, 60 is, you can get to 8 where you can have 5 over 3 where it's 5 stories of wood over 3 stories of concrete and that is relatively inpensive and cost prohibit tiff. this is housing that is in the neighborhood, as the board member mentioned. it's been designed to try to fit in the story have the top stet back to make sure that those incorpora

corey smith housing action coalition excited to speak in support of the legislation. i want to thank mayor breed, supervisor melgar and supervisor safai for bringing together a couple ideas here. and putting something forward i believe chair melgar you use the word sensible. i did wish it further. i believe we should have density decontrol on every lot in san francisco. that is totally appropriate given where we are from a crisis point of view and i understand it is a process and we are implementing our housing element and this is key piece of legislation to get more housing along the transit corridors. i tried to bring thinking about the housing element a list of state bills passed because as president peskin mentioned, there is a lot happening from the state of california and i was able to add stuff up. since 2017, which may or may not coincidently coincide with senator wiener's arrival in the state legislature, there is- >> i pause the speaker time for a moment. we need to make sure while we take public comment everyone feels welcome to share their views with commi
