the senior fellow at the hudson institute and it's my privilege today to be here with congressman frank lucas who is the longest-serving member of the house of representatives on the financial services committee and the agriculture committee and he is the chairman of the house science committee. our focus today is on china but i think the conversation will probably a bit more broad-ranging than that. so congressman, welcome. it's a pleasure to be with you. i thought itit would start by quoting something you said last year in the first hearing is chairman of the science committee. your opening statement of 2023, you noted that china is out researching us and out educating us when it comes to stem ph.d. graduates. we could observe as well the skilled workforce to build advanced products like semi-conductor plants and nuclear plants. what are you thinking of and what is the committee thinking of in t terms of ways to turn ts around? >> thank you tom for being here and it's a critical issue. technology advances ever so much faster i like to think of the scientific committee is about future.
