j.r. stone abc seven news. new developments involving vallejo's interim police chief, who was reportedly considered the top candidate to take over as the chief of police in salinas. >> the city is going to restart the hiring process from scratch. jason todd was expected to be announced as salinas choice, but the interim city manager never actually posted the police chief position to who has faced some controversy in vallejo came from a pool of candidates that had applied for assistant chief. once that hire was made, the interim city manager moved to fill the chief position at and just at the end, i determined that we need to look at at everyone again, not just the finite number that i had identified for me in middle of january. there were also concerns the hire was being made before the city could name a new city manager and community. the community didn't get a chance to weigh in. >> president biden touched down at lax today, kicking off a three day california visit which will include stops in the bay area. th

i'm j.r. stone. the origin of that odor, the valero refinery in the town of benicia. it all started with a malfunction. there on friday night, which caused a chemical spill and release of a highly toxic gas. the threat is now over, but neighbors were told to remain indoors with doors and windows closed for a time. abc seven news reporter ryan curry is in benicia, where many are worried about how soon it might happen again. >> small levels of smoke still coming from the towers of the valero refinery, flaring is still ongoing after a unit shut down friday night, but the flaring is only part of the concern. the benicia fire department says after the unit shut down a product known as a refined hydrocarbon needed to be moved to a holding tank while being moved, some of it got on the lid of that tank that led to chemicals being released into the air, causing a strong odor. >> the source was coming from valero for sure, and it was some type of unknown product that had that had gotten released when they were transferring it out of the unit that had been shut down. >> the chem

reporting live in san francisco, j.r. stone, abc seven news. all right, jared, thanks so much. >> now to the north bay and abc seven news reporter tim johns, who is joining us live near marin city with a look at conditions there. >> tim. >> yeah, larry. kristen. we're standing by a freeway overpass here near marin city. now, the rain has let up for now, but it has left behind a decent amount of standing water. as you can see in this parking lot behind me here. and this type of standing water is exactly the thing that marin county fire officials say they worry about when these storms impact our area. the north bay continuing to get pounded tuesday by the seemingly never ending parade of storms in sonoma county. many roads remain flooded ahead of the latest batch of rain, and one woman even having to be rescued from a stranded car in forestville, a local high school in sebastopol, also shutting down for the day after a tree fell on top of it. typically farther south in marin county, fire officials say they've been preparing for the latest storm.

abc seven news reporter j.r. stone is live in san francisco. j.r what have you learned about this incident, dan? >> southbound lanes of i-280 opened up within the last 45 minutes. they were closed nearly five hours, creating somewhat of a mess for folks trying to get out of the city. now, i do want to go to what it looked like earlier this evening. chp says this incident along the highway happened around 430 this afternoon. an officer responded to a report of someone walking along. i 280. officials haven't said how this played out, but during chp radio traffic, the dispatcher said the person was armed with a knife and was not complying with the officer. a short time later, at least one shot was fired. we spoke with neighbors in the area. >> i may have heard a shot. i'm not. i'm not sure. it sounded like something happened. and then i noticed on the 280 that there was no cars going southbound. it's unfortunate for them. it's unfortunate for the commuters. it's unfortunate for the community is pretty quiet now at this point. >> it is unclear if t

abc seven news reporter j.r. stone is here with the story. jerry, this is hard to hear. it certainly is. >> i'd like to say what happened to this tiger den is extremely rare, but experts that i talk with say not so much an exotic pet. trades are still a major problem in this case, though. a tiger is now getting proper care here in the bay area. this is the paw of an eight month old female tiger who was rescued by the california department of fish and wildlife. then, as you can see here, taken to the oakland zoo, where she will get proper treatment. what you may not realize in this video is that this young tiger is dealing with major injuries. unfortunate >> this animal has at least ten fractures that we could diagnose . most of them are at least a month old. >> her bones are decalcified from eating an inappropriate diet and fortunately, she's really a symbol of a whole industry where people can buy and sell a beautiful young tiger like this. >> keep them in appropriate housing. >> the california department of fish and wildlife won't say where the young tiger was, who had

stone is hearing from those neighbors and has the new video being used in the investigation. >> this is served video showing dozens of teens and young adults rushing into a vallejo 7-eleven on sunday. police say the location, which now has plywood covering a busted out window, was ran, sacked and items were stolen by some of those who went inside. but this is only part of what happened. police and witnesses say everything started during a sideshow at this intersection in front of the store, and a male that shot male blue jeans, black cap, pulled a gun from his hoodie and started shooting in that direction. witnesses who live in this nearby neighborhood say the sideshow is going on for some time, and someone in this truck then tried to drive through it, and at one point we saw a white truck drive into the sideshow. >> um, and the all the kids from the sideshow went and grabbed him out of the truck and started beating him up. and destroying his vehicle. >> video shows people jumping on top of the truck as the crowd went after the driver. a fight even broke out in the area. at least two
