kron 4 sarah stinson reports. >> huge turnout at the concord city council meeting tuesday night. a lot of people showed up here, both landlords and tenants hoping to quickly here a vote on 2 ordinances regarding rent control and just cause for eviction. that didn't happen. instead, it's been hours of debate. a rally was held before the concord city council meeting tuesday with both tenants and landlords shouting about their rights. every seat was taken at the meeting. people even wore a sticker on their church to show which side they're on the agenda. rent control for multifamily rental complexes with 2 or more units built before february. first 1995. what's being proposed is limiting annual rent increases to 3% or 60% of consumer price index. whichever is lower as well as just cause for eviction, which could apply to most rented units in concord, including single-family homes. however, many council members debated that for a just cause would not apply to dwelling units. just cause does not apply when a tenant is evicted for at reasons like non payment. if there's no phone with t

kron 4 sarah stinson has been sitting in on the meeting since it started at 6.30. she joins us now live in concord with the latest. sara? >> that's right. i'm live outside of the concord city council chambers. you can actually polling speaker behind me and that allowing people outside to hear what's going on inside because at one point every seat was filled. hours one on and these council members continue to go into the weeds of these 2 ordinances. drew a lot of people to leave a lot of people that frustrated with a vote not happening and actually no public comment was taken tonight because of the last meeting they heard over 12 hours of people commenting on this commenting on the rent control commenting on the just cause eviction. and tonight was supposed to be a quick vote. but that has not happened yet. take a look. there was a big rally here earlier before the meeting started. both sides landlords and tenants out here. both said passionate about their rights on the agenda, rent control for multifamily rental complexes with 2 or more units built before february.

i'm sara stinson reporting back to you all. sarah, thank you. this comes as the iconic macy's location in san francisco has announced it's set to close today. >> macy's announced the closing 150 underperforming stores by 2026. 50 of them will close by the end of this year. the union square location in san francisco will be open the rest of 2024, but it's set to close in 2026. giving macy's enough time to find a buyer for the property. today we spoke with mayor london breed during kron for news at 3, she emphasized macy's decision was not because of crime in the city. >> when i talked to the folks from macy's that was not mentioned in its factors to close because it was about its entire portfolio. it's about the profitability and the changes in retail and how people are shopping, how their online businesses is definitely doing very well. and they had to make some really hard decisions. and and the real estate that this macy's is setting in is extremely valuable. >> mayor breed added the next step will be to find a use for the space profitable and

in vallejo, sarah stinson kron, 4 news. >> we have new video now showing us the aftermath of more than 20 car burglaries at an apartment complex in berkeley. police are seeing an uptick in car thefts. they're reporting more than 50 burglaries and attempted burglaries just in the last week. residents nearby say they're worried about the rise in crime. >> surprise that it's been that. that lull break ins recently. certainly it's concerning. given i live in the area and i mean, it's a huge hassle when it happens. >n berkeley, anbar police are working together on this investigation. so far no arrests have been made. on the peninsula. police arrested a woman for stealing an amazon delivery van in palo alto. what happened on west charleston road. the driver told police he was in the middle of delivering packages when he left the van with the keys in the ignition and police say that's when alana flores got in the van and drove off eventually parking it at the amazon facility in san jose. no packages were stolen and police. the woman told them she just needed a ride back to the city. san pablo

kron 4 sarah stinson visited the intersection where it happened to learn about the situation and share some safety tips for cyclists and drivers. >> tim, we left the tech industry in 2016 to dedicate his life to teaching by school safety. he works with multiple organizations in silicon valley to prevent crashes involving cyclists and cars. when we heard about a woman killed while riding her bike in palo alto on monday night. it is terrible. he says he had to go to the scene to figure out what went wrong in the intersection of new well bar. could their roads. investigators say a teenage boy was the first driver to hit her. police say the woman was then knocked into the intersection where she got hit by 2 other cars. those 2 cars did not stop. and police are still looking for the drivers. the team is cooperating with investigators up. it's just heartbreaking. >> the 2 cars just rolled right over, kept going. and that's just unconscionable. we rode through the intersection and took note of several drivers not heating to the bicycle zone where police say the woman was hit and now we have a

kron 4 sarah stinson has more from the family. high winds likely caused this tree to come crashing down from one side of the street all the way to the other. >> first crashing into this truck and then onto this home in napa next to a 6 year-old girl sleeping on the couch. >> it was the loudest boom. in the whole house shook, the roscoe family woke up to a tree crashing down on their home on franklin street in napa around 5 sunday morning. jane rasco says she was trapped on one side of the house. her husband and granddaughter on the other. so immediately i yelled to find out if they were okay and my husband was yelling from the other side to make sure i was ok, the tree landed within 2 feet of her 6 year-old granddaughter miraculously, she was not hurt roscoe and her husband also, okay. you know, you can see all those what ifs, but i am absolutely sure that god was watching over us watching over my granddaughter, watching my husband watching over rasco says they called 9-1-1 and firefighters helped rescue them from the house. rasco

sarah stinson has the story. >> high winds likely caused this tree to come crashing down from one side of the other first crashing into this truck and then onto this home in napa next to a 6 year-old girl sleeping on the couch. >> it was the loudest boom. in the whole house shook, the roscoe family woke up to a tree crashing down on their home on franklin street in napa around 5 sunday morning. jane rasco says she was trapped on one side of the house. her husband and granddaughter on the other. so immediately i yelled to find out if they were okay and my husband was yelling from the other side to make sure i was ok, the tree landed within 2 feet of her 6 year-old granddaughter miraculously, she was not hurt roscoe and her husband also, okay. you know, you can see all those what ifs, but i am absolutely sure that god was watching over us watching over my granddaughter, watching my husband watching over rasco says they called 9-1-1 and firefighters helped rescue them from the house. rasco says the community has been very supportive there. currently staying with a friend from church. and
