for bus shelters, this is in part due to dpw backlog and dpw process that allows anyone to effectively veto construction. i'll give two examples. sfmta made a number of changes on gary boulevard this past fall that improved the speed and reliability of the 38 and 38 are where the bus stops have been moved across intersections to take advantage of signal priority. the bus shelters, unfortunately, have not followed . writers have been repeatedly soaked in this winter's rains with no seats, no shelter, no maps, no real time information. this is not how we grow ridership and hit our mode shift goals in san francisco. but even once shelters are approved by staff and make it to a dpw hearing, there's another stumbling block. the last hearing that had shelters heard at it was october 17th. there were 13 shelters up, all approved by dpw staff as compliant with dpw regulations and after public comment, five were not moved forward. that's 40% of the shelters that were heard that day that had been approved by dpw engineering that were killed, often by a single public comment complaining about hom

yep so i think the next presenter is, dpw. so we'll have them come up . good afternoon, members of the board. bruce robertson, deputy director of finance and administration at public works. i'll be going through a brief slide deck to talk about the budget submittal as it relates to the impound account for public works and the fiscal year 25 budget. the table in front of you shows the overview of the main programs where public works received impound accounts through the refuse rate process. and i'll go through each of these, really quickly, the one team which i think you're all aware of, those are our staff that go out and do enforcement to ensure citizens and residents of san francisco have proper disposal of refuse, as well as have set up refuse rate accounts. those folks go out and do enforcement 24 over seven and can write citations. as you can see, we did have some staffing challenges and you see the significant expenditure total, but we are fully staffed in that area. and i do have some data. we've been out there really doing enforcement, rather robu

dpw raised safety concerns. we are talking about a bench in the midsal of the highway and the new log seating originated with friends of the great highway, not rec and park. upon learning about it the log seating on january 30, rachel gordon of dpw writes to rec and park, we do not support the placement of benches on roadway medians due to safety concerns and do not think this is the best location to add a bench. in this e-mail back on november 15, super intendsant of parks pleads to put the seating somewhere else to avoid the potential pitfalls of installing it in the highway median. response, no, we covered this 20 times. on december 12, a super visor pleads with eric anderson, the staff has run into safety issues. replies, phil directed we move forward and aware of the safety concerns. back on november 14, ginsburg gives the order, i want to move forward with the first log bench placed thon median and we can talk about addic a few more. doesn't sound like a pilot which is what is claimed and the e-mail fail t

it's a program that's funded by dpw in an effort to deter continuing graffiti that happens on private property. and i am now happy to turn it over to our senior manager here for the civic art collection, allison cummings. thanks, mary. good afternoon. commissioners always excited, um, to talk about the collection and talk about the good work. uh, and follow mary's beautiful pictures with graphs. i promise there's some pictures later. so so i'm just here to report out on the activities around the civic art collection and its care. and i start off with a little evaluation of our capital allocation over the years. so this is about 24 years data, uh, showing the allocations that we've received over this period of time. and you can see where the pandemic happened right. as we're reaching that lovely pinnacle there of about an allocation from the general fund, from the capital allocation of about $900,000, uh, we dropped to about 100 in the following year. and we've been working our way back. and of course, this is to point out, you'll notice we've got a dip in 24. we anticipate another dip

it's been reviewed by all the relevant departments, including the planning department, derby fire, dpw, and puc. permit was approved in december 26th, 2023, and finally issued january 11th of this year, there's been concerns about the construction. i just like to add there inform you of what the requirements are for the demolition and the excavation. so, during the demolition, they have to water down the construction areas and make sure you provide enough water to keep the dust. to a minimum. and during the excavation, they have to mitigate all dust, clean the streets daily. and they also have to use dust enclosures, dust enclosure curtains and dust collectors as necessary to control the dust. so there are requirements in the building code to keep the dust in the work area, i was concerned about if there's a concern about lead paint for the demolition, it has the same requirements that we mentioned earlier. old work debris has to be kept in the work area. they have to prevent all migration. since this is also located near the school, the san francisco health department would be involve
