[applause] it's been 41 years he spent in uniform. he spent the last eight years in the private sector, at least up until he got the call from president biden to join his administration. now i was a history guy. i don't know much about math. i think if you add 41 to those eight, you get 49. for 48 of those 49 years, he's been married to his great wife charlene. who i got to meet in person before i met him. although i've been introduced to him via the telephone by president biden. when i left, i knew i wanted to meet lloyd. he has not disappointed me one bit. the first african-american to lead in army corps in combat and the first african-american to command an entire theater of war. i could go into a lot of firsts for him. but there's a certain rhythm to history. i learned my love for history here on this campus.

in 2017 the austin city council unanimously voted against the president with the austin police association which govern it is wages, benefits and working conditions of the men and women of the austin police department. as a result beginning follow 2018 we have had more officers leave our department each year than have joined. compounding this problem in 2020 was when our city leaders defunded our department by $150 million cut 150 authorized positions and canceled cadet classes all for the sake of political posturing. our staffing has been in from fall that led us to vacancy rate of over 30%. little surprise that after decision exodus from the department began that a year later the number of homicides nearly doubled. the last 3 years have been the highest homicide numbers in austin's history. though we are not a border city the impact of immigration policies is felt by us as well. our city has asked for help from the texas state troopers who came for a time and had a notable impact on crime by increasing patrol presence but due to the ongoing border crisis they were called away to help sec

last week protests erupted at the university of texas in austin where i live but i'm glad to say the response there was far different than what r you've seen in any other parts of the country. it recognized the dangers that demonstrations could pose to jewish students as well as disrupting the entire campus community that is after all dedicated to education, it's hard to get a good education if you can't go to class or you can't participate in activities on your own campus for fear of violence or threats. the university of texas with swift action to break up last week's demonstrations before things turned violent. i'm going to commend my friend ut austin for doing what so many college presidents have failed to do. as protestors took over the campus he with the backing of elected officials made it clear that university rules would be enforced. as we have seen in college campuses across the country uncontrolled or out of control protestsed create a very dangers environment for all students, the faculty, and staff, they create a especially threatening environment for jewish members for
