when i first got to the senate, obviously i hadn't known the senate prior to that, but i did know the house. when i first got to the senate, i thought it was functioning pretty well. this was, i was elected in 2010, so january of 2011. harry reid was the majority leader, and the routine experience as i recall it was on a monday afternoon you would introduce a bill, it would be open for amendment, members would go down to the to the floor over the course of the next today or two and offer -- in total it would be several hundred a amendments, and then there'd be a process of winnowing it down and getting people to agree they didn't require a vote on all of them. we'd get it down to 20 or 30, and on tuesday afternoons we would -- on thursday afternoon we would mow down 20 or 30 amendments. we'd discover where the consensus was, and then we'd go on to passage. that worked that a way, i think, for the better part of congress. but at some point senator felt it's very, very important that we not expose vulnerable senators who are up for re-election to having to cast tough votes, so we starte
