abc seven news reporter ryan curry has more. >> it's now been one week since students returned to school at mount diablo, and ignacio valley high school. one week with a strict new rule, every student is required to put their phones in pouches that will be locked throughout the day. now, governor newsom wants other districts to follow suit. he sent a letter asking them to consider rules against smart phones, excessive use of smart phones has had not only a distraction in the classroom, but, you know, a really negative impact on students mental health. assembly member al muratsuchi is the chair of the assembly education committee. he authored a bill in 2019 that allowed districts to install rules against smart phones. that was before the pandemic. since then, he says, teen cell phone use has increased. >> over 70% of high school teachers are saying that, you know, smart phones are becoming a, you know, a serious distraction, distraction, undermining, you know, their ability to teach our kids. >> hence the reason why some districts have already taken action. it's a pilot program. and not o

abc seven news reporter ryan curry spoke with the police union, which says this demand from the city is absurd. >> this is an invoice mailed to made to the widow of twan lay. it's asking her to pay the city $461 to make up for an overpayment sent to lay during a ransomware attack last year. but the invoice came seven months after lay was shot and killed while trying to stop a robbery. the oakland police union says lay his wife, is still grieving. >> realistically, the letter that we saw that was sent to her, we were in furious with it because of how devastating it is for her to go through the experience that she's going through. >> lay's widow alerted the police union, which sent a letter to city hall asking them to leave her alone. we win called it inhumane bureaucracy and mistreatment of lay's widow. he claims the city was trying to use her death benefits from his passing as a way to get the money back. >> city attorney's office reaching out to our executive director, asking about insurance policies and other benefits to pay $461. like, do you really want to waste this much effort

abc seven news reporter ryan curry with what we know tonight about the suspect and this case. >> the first step towards justice for loooooong loooooong was taken this week. police arrested 20 year old damon roberts of richmond for firing the stray bullet that hit kwong in the head while he was taking a nap. his sister and a close friend spoke with abc seven news after the shooting. >> the bullet is go straight through the left brain and exit to the left eye. >> a tragic incident that left kwong fighting for his life. the district attorney's office confirmed roberts was arraigned thursday on several charges for this case, including shooting into an inhabited building and possession of a firearm while on probation. but the da's office says he has another appearance this week for charges. in a separate case, roberts appearance is set for 9 a.m. friday morning at this courthouse. he faces a list of criminal charges, including first and second degree robbery, as well as possession of a machine gun. when we spoke with the family, they wanted justice for the person who put kwong in the enti
