reporters. to confirm the president had signed the funding bill. and she answered questions. sarah: the point the president is making, the biggest takeaway is he shouldn't have to. congress should have stepped up and fully funded all of the things that c.b.p. and d.h.s. have said they need to protect our border but, look, the president could drag this out, certainly, over years and we could spend the next decade building a wall but the president wants to stop the national security and humanitarian crisis that's taking place at the border and wants to stop it as soon as he can. and that is getting additional funding outside the package. reporter: [indiscernible] sarah: he did. the president signed the bill about 20 minutes ago.

i don't think there is an official photo. reporter: there's been a lot of concerns about provisions in the bill, specifically angel moms came to talk about it today. 224 could exacerbate child trafficking which your administration is opposed to -- sarah: i think everybody should be opposed to. reporter: how does the president feel about that and the concerns of the moms? sarah: no one claims this bill is perfect. it's far from it. the president wanted to do everything possible. he's given congress a number of chances to put something on his desk that helps protect the border. this is a step in the right direction but certainly not perfect and hopefully we can fix some of those problems along the way. reporter: was the president serious about letting -- [indiscernible] if so will they be part of the talks in washington? sarah: it's serious. the question is if they want to come. reporter: what's your response to republican lawmakers -- reporter: how much are you looking at the stock market in these china negotiations? are you encouraged the stock market will boost if negotiations go well?

and what if the stock market declines? sarah: everyone wants the stock market to do well. that's always a positive thing but that's not what the president is basing the trade conversations on. he is making sure we get the best deal possible for american workers and protects intellectual property and a number of other things. that's first and foremost the priority for the president. making sure it's a good deal. reporter: is he worried about the [indiscernible] sarah: again, we're making progress. the president is focused more on long-term economic stability, not just the ebb and flow day-to-day. reporter: what's your response to republican lawmakers who say the executive decision constitutes overreach? sarah: it's 100% within the executive authority and the constitutional duty to protect the people of this country, frankly, if members of congress had a problem with it they should have done more to address and get more of the problems solved in the legislation so the president didn't have to take executive action.
