at noon today. they are expected to receive two feet of snow. the mass transit system will shut down today. >> i'm declare state of emergency for the district of columbia. we anticipate the storm will start at 4:00 p.m. and continue through friday night, all day saturday and into saturday night. lauren: more than 4500 flights canceled and sports and entertainment events postponed. the national weather service says the monster storm could cause a billion dollars worth of damage to the eastern third of nation. 50 million people could be affected. the storm could bring one to three inches of snow per hour for many hours. in new york city area, forecasters say the storm could dump six to 10 inches of snow. up to 16-inches in the philadelphia region. we'll have a live report from maria molina in washington, d.c. in just a few minutes. nicole: oil prices rallying this

morning after posting their largest one day percentage gain since october. we have phil flynn with us senior market analyst at price futures group, fuse business contributor. he joins us every day as we watch oil sink. we saw it at 26 bucks and change. now it is back above 30. come on, phil, what is going on here? >> i think we're getting a sense there is grown-up in the room. mario draghi gave what the market needed and was confidence. we've been talking about the collapse of oil price seemed to be out of step with reality. we've known demand numbers really haven't fallen off that much. it is really being driven by fear. more and more looks break the breakdown of $26 was a capitulation selloff. i agree with citigroup, oil could be at the low of the year. lauren: phil, we got a report yesterday on supply and huge build in inventories and

stockpiles. >> right. lauren: i'm a little bit confused about that. why are we seeing oil sell off? >> we shouldn't be shocked. anybody looking at trends of oil supplies knew supplies would be rising this time of year. they should be rising this time of year. seasonally, if you don't have cold weather inventories start to rise. that is not out of the realm of normal. the market saw the shift five miles away. does the amount of supply justify a $26 a barrel price? not based on demand expectations. i really think what we've seen since beginning of the year is fear. i think some of fears are worst-case scenario. nicole: quickly you said you agree with citigroup. what did you agree with city specifically? >> citigroup came out with a market letter. they said once they believe the market takes into the account iranian oil, oil could be trade this year. they're calling for major bottom

in oil here. i agree with them. if you look at history we should be a near bottom. nicole: phil flynn, price futures group. you're amazing. thank you for joining us. >> thank thank you, guys. lauren: new poll find bernie sanders leading hillary clinton in iowa. latest cnn poll says the vermont senator gets 51% while the secretary of state, 43%. on gop side, donald trump is leading hawk way state with 38%. with ted cruz at 16% and florida senator marco rubio at 14%. ben carson at 6%. speaking about support from the republican establishment. >> i want to be honest. i received some phone calls from people called establishment. generally speaking conservatives, republicans want to come on to our team. the polls came out as you saw in iowa where i'm up by 11 points.

we're getting calls from everybody, actually amazing. i'm actually surprised. lauren: iowa caucuses held february fist. nicole: ahead of the leadoff caucuses hillary clinton is sharpening her attacks on bernie sanders. while campaigning in iowa, she criticized sanders plan for government-run health care system. >> i don't want to start over again. i don't want to rip up this accomplishment and begin this contentious debate all over again. that is where irdisagree with my esteemed opponent, senator sanders. nicole: meanwhile sanders saying his health care proposal is like medicare for everyone. his plan includes full coverage for long-term care, dental care, no deductibles and zero co-pay. lauren: after calling ted cruz extremist, former senator and 1996 presidential candidate

bob dole doubled down on his attack. >> he is extremist. i watch all the news, and i rarely use him use the word republican. so i think he is a republican in name only. lauren: while campaigning new hampshire senator cruz embracing outsider status in the race. >> if you think of the last time we beat the washington cartel, it was 1980, it was reagan revolution where millions of americans rose up and i would note that mr. dole then opposed reagan and said we need someone who can go to washington and cut a deal. well the american people understood that is not what we needed. lauren: cruz said washington insiders are moving to trump because he promises them he will cut deals. nicole: obama administration drawing fire from republicans angry over changes to a visa entree program that include a carveout solely for iran. visa waivers will be handed out

on case-by-case basis for people who traveled there for legitimate business-related purposes. republicans are furious saying president obama is abusing a minor provision in the law to create a series of loopholes aimed at placating iran. house homeland security chairman michael mccaul and representative candace miller issuing a joint statement saying the obama administration is blatantly breaking the law, a law the president himself signed. lauren: media reports in north korea say american student from university of virginia has beeners ad. the student reportedly entered the north korea on tourist visa. north korea says he is accused of carrying out a hostile act against the country. u.s. embassy in seoul is aware of the reports of the student's arrest. nicole: more fallout over the water crisis in flint, michigan. susan headmann regional director with the environmental

protection agency resigned as of february 1st. she runs the epa agency in chicago which includes michigan. epa's gina mccarthy issued order to take actions to protect public health. high levels of lead were detected in flint's water since flint switched from detroit municipal system and began drawing from the flint river to save money back in 2014. lauren: let's get you caught inon global market action overnight. we'll start with nice gains in asia across the board. shanghai up almost 6%. kospi up more than 2. nicole: nikkei bouncing back. it had been in bear market territory. down 20% for a time. check out draghi's comments. ftse up nearly 3% and dax up almost 2%. lauren: follow through here in the u.s. this friday morning, u.s. futures sharply higher.

dow up 200 points. s&p up 25. nasdaq up 66. that is more than 1% across the board. nicole: look at commodities, one of the reasons we have up arrows. oil up $30. up 30.91, up a buck 38. gold pulling back. lauren: here is how the dollar is trading bense key currencies. strength? the u.k. pound, mexican peso againsts is dollar. nicole: treasury yield, 2.0. they run there when there is a little bit of fear -- 2.06. lauren: despite all the volatility it looks pretty good. major afterringrages heading into session. they are on track for the fourth down week in a row. holiday-shortened week was not so good. it is longest losing season for the averages in 15 months. we have james hughes, market analyst. he joins us by phone.

good morning. >> good morning. lauren: do you feel relieved this morning or do you think there is more selling to come? >> there is sense of relief when ever we see more green on the board especially after couple of weeks which has been pretty who are rend disfor everyone. it has been a relief. we see this as bit more of a brief respite with the downside still to come. what is helping things today, is the fact that we've had yesterday ecb press conference which kind of pushed us see more stimulus into the market. that helped oil market as well. much helped everything look more rosey. nicole: draghi showing he is more accommodative and to help if necessary. one of the traders used phrase pillow test. if your kids go to college in few weeks you take money on the table. if not, you leave the money.

what is your thoughts about investing in this market? >> i think that is fairly sensible. it's a situation where we can't be in total panic mode, easy say that when markets are falling pretty aggressively. in grand scheme of things quite healthy correction in the market. what we've had since 2009 has been years of solid rallying really with minor blips here or there. so i think you have to look at this, as a much-needed correction in the market currently. we don't have to panic straightaway. that tends to be thing that causes problems in the market is the panic. lauren: james hughes, gkfx, thank you so much. >> thank you. nicole: here is look at headlines in today's edition of "wall street journal." market selloff puts cloud computes in play. cash-rich tech giants opening to acquire smaller, nimble rallies.

barrel. lauren: look at stock index futures. will be good day or good morning here in the u.s. dow futures up 189 points. nasdaq up by 63. for the week declines, but not as bad as you would think. nicole: check out volatility of what we've been seeing in oil. right now 30.85. lauren: reports say that tv psychologist dr. phil mcgraw is being sued by a former employee for false imprisonment and wrongful termination. the reports say dr. phil locked up about 300 staff members in a room and then he angrily questioned them about information that had been leaked to media. the employee had been a segment producer on dr. phil's show for 12 years. she allegedly quit her job last april claiming emotional stress. nicole: take it over and look at latest in -- sports. maria sharapova won a three-set

live in washington, d.c. there she is, bun delled up, bracings for some snow. maria? >> hi, good morning, nicole. we're expecting d.c. to be potentially one of the hardest hit areas by this upcoming blizzard set time pack not only mid-atlantic but even farther north into some other states, extending into the tri-state area. it is a big question mark what is going to happen in southern new england. people across connecticut have been asking me hey, are we getting a lot of snow? a lot of uncertainty even though close to this event taking shape across the mid atlantic we don't know exactly where the northern caught why you have will be with heavy snowfall across parts of southern new england. the storm is it developing and quickly intensifying, bringing severe storms across the gulf coast. tornado warning already issued this morning in parts of florida because of a possible storm that could produce a tornado out there. so we're watching that closely as well.

on the northern side of the storm system where it is cold enough for snow, we're seeing snow already developing anywhere from arkansas, extending parts of kentucky and southwestern virginia already getting in on some of that snow. one of the big concerns with the storm system is ice accumulation across carolinas. could be more than a half-inch of ice. that would make travel very dangerous if not impossible at times. winner storm warnings from places likes little rock all the way to the northeast. we've seen blizzard watches upgraded to blizzard warnings in places like new york city and philadelphia. the problem is not only snow accumulation but strong wind gusts could reach 50 miles an hour. how much snow are we expecting? the possibility of two feet across the atlantic. we'll keep you updated. the storm here expected to develop as we head into this afternoon. nicole: that is monster winter

business weather alert. a monster snowstorm is about to hit the mid-atlantic and northeast. states of emergency in washington, d.c. and five states. government offices in the nation's capitol closing at noon today. more than 4500 flights canceled this weekend. meteorologist maria molina live in washington, d.c. the heart of it, i suppose, maria, are you ready? >> yeah. we are ready out here in d.c. we are anticipating, we're excited. i'm sure a lot of people are worried about impacts coming up with the storm system. it is already underway in some states like arkansas and also kentucky and the carolinas. we're seeing storms rolling through parts of the gulf coast. in florida we're seeing some tornado warnings issued because storms with rotation and possibility of putting down some tornadoes. that will be a big concern as well. let's head toward the winter side of the storm.

we have significant ice accumulation possible across places like north carolina. potentially more than half-inch of ice. that will be bringing in some very dangerous conditions. that goes for parts of south carolina. a pretty widespread area looking at heavy ice accumulation. winter storm warnings stretching from places like arkansas all the way to the northeast. what was a blizzard watch in new york city has now been upgraded to a blizzard warning. we do think the impacts will be starting there on saturday here in d.c. we expect them to start later on this afternoon. they will continue into the overnight hours and through the day on saturday. it will be a prolonged snowfall event. some areas could receive up to two feet of snow. locally higher amounts are being predicted, especially in the western suburbs of washington, d.c. strong onshore winds are also bringing a concern for coastal flooding. watches have been issued in places like delaware, new jersey and farther north. that is it. back to new york. lauren: maria molina, thank you so much. unbelievable, wednesday night

d.c. couldn't deal with inch of snow. we'll see how they do today. nicole: it will be interesting. certainly been another volatile week of trading despite that the major averages head into friday's session little changed. stocks on track for fourth down week in a row. the losing streak is the longest in 15 months. joining us with his take on the markets, alice tear mchugh on markets in london joining us by telephone. what do you think of the bounce we're seeing yesterday and today, is it real or just selling opportunity? >> very much got the enthusiasm of european traders. i think expectations as far as the european central bank's likelihood to improve their stimulus package through quantitative easing seen timeline of expectations move from june stimulus to march stimulus. we've seen plethora of investment probation changing their outlooks as far as 2016 is concerned, most of them to the upside.

ecb led by mario draghi trying to help stimulate the whole economic region. lauren: if european central bank president is hero if you will right now, alastair, how about the -- >> every hero need as villain. in that regards we've looked around the globe and there has been a number of different central banks who potentially would love to start currency war by other names no doubt. and i think you can throw china into the mix with that as well. certainly as far as the likes of the u.s. dollar is concerned. i'm sure that many u.s. traders would love to see the dollar weaken just a touch, bring themselves, rebalance themselves a little bit. as far as the eurozone is concerned they like a weak euro to help those exports. nicole: alastair mccaig, from london. thank you so much. >> good to talk to you. lauren: new poll finds bernie sanders leading hillary clinton in iowa. latest cnn/orc poll the vermont senator gets 51% support while
