indicators. what do you see? >> my system is 13 frou/false questions where an answer of true always favors the re-election of the party in power. it's based on the retrospective study of every election from the election of abraham lincoln in 1860 to ronald reagan in 1980 and it's based on the theory that elections are primarily referenda on the party holding the white house. i look at the big picture the economy, foreign policy, third parties. the way it works, if the party in power has six of these 13 going against it, that itself democrats now. they're predicted losers. by my system, the democrats have six negative factors against them. >> wow, here are the negative ones. incumbent party mandate, nomination contests, so obviously, hillary clinton had to fight bernie sanders. a third party, jill stein,

policy change, foreign military success, a problem for her and the incumbent charisma also. what about some false keys for hillary. let's talk about the incumbent party mandate. why is that a problem for her? ? well, that itself the mid-term elect, kind of a referendum on the party holding the white house and the democrats got wiped out in 2014. it's not her. remember, we're talking about a referendum on the performance and strength of the party holding the white house. it doesn't necessarily turn on the individual candidates and, of course, in donald trump, you have such a precedent-breaking candidate. you know, he said so many things that would drive other candidates out of the race, that maybe he'll break the pattern of history and snatch defeat from the jaus of victory despite my system. >> key number three, the incumbency, the sitting president is not rung. why is that a problem for her? >> it's always better to have a sitting president running.

the signature president has a record a.gravitas. that's one that it's harder to win an open seat than to see an incumbent get reelected. >> key number 7 i want to jump to no major policy change in obama's second term like this affordable care act. why the that a problem for her. >> it's always good if you are the party holding the white house to have something to run on, major accomplishments. right now because of the gridlock she is coming up empty on any mo josh domestic party issue. >> the third party, we don't talk about this. we have a gary johnson key in all of this. key number 4. what about the third party variable for hillary clinton? >> everybody missed that. it's very important. third parties are bad news for the party holding the white house. and my threshold there is 5% or more which looks like gary johnson is going to get. but the point is, people will be

single african-american child in this country is fully included in the american dream. he'll meet with benjamin netanyahu. he's also meeting with hillary clinton. netanyahu will ask both candidates to oppose any move in the future by the united nations to impose settlement on israel. this is some idea in israel that president obama on the way out may try to do something along those lines, rally support at the united nations. before we go, you talk about donald trump not doing typical debate preparation. i remember being at the al gore debate camp at the colony resort on long boat key near sarasota in 2000. three or four days of intense debate preparation and a lot of people say that first debate against george bush where he would use bush as a mop to wipe

incumbent and he's the surge candidate, why is the momentum on his side? >> it's because it's a change election. the reason he's not putting her away, people don't like his style, his personality. that's a change they've -- man, i don't know if i can go there. in fact, a lot of people decided they're not going there. look, i think there are plenty of people who would be, i think, have an advantage, be ahead of her right now and other potential nominees. once the gop nominated trump -- >> you're saying the republicans would have been better off offering a imitation of hillary's platform rather than a distinct -- >> i think that's a good way to -- >> where is the evidence there was a groundswell of support for institutional republican -- >> m not talking about the ideology so much as the person amounts. >> right. >> that's what i'm saying.

generations. if you're already extraordinarily wealthy, fine. if you're just not ramping it up and getting a piece of that american pie on the upper echelon, you're being punished for it, not rewarded. >> what about the criticism against trump's plan. his point about the 35 down to 15%, how do you see that shaping up? >> that's a business item. honestly, if i was in the trump campaign, the small business at 15%. large businesses at 25%. so we have less on the deficit side. i don't like the higher deficits. i want to see debt come down. on the income tax side, hillary clinton will argue that hey, donald trump is offering successful businesses a lower tax rate than the average middle class family. ultimately, with the donald trump plan, it's about reigniting what i call and some call the animal spirits of our society. if i get a -- if i make a check and i get to keep substantially more of it, i'm going to spend it and put it to work. i'm not going to be afraid to

poll that shows interesting data about what sorts of things are sticking to hillary clinton's campaign and donald trump's campaign. what do you make of it? >> the race is getting closer. what was particularly interesting is that poll that you just showed had the two third party candidates and third and fourth party candidates down much lower than they had been in previous polls. that may be because the debate commission has announced they are not going to be appearing on monday night. their credibility is also beginning to shrink. but it seems like it's going evenly to both of them. there have been thoughts that clinton was being hurt more than trump but they both seem to be picking up. the fact that clinton is only at 46% and that trump is now up at 44, shows that this debate is really going to be a big deal tomorrow night or could be a big deal because they are both well short of 50% and very close and we're also seeing it in the swing states, this could be a big effect on the race. >> it's so striking to me, it runs counter to conventional

wisdom. trump appears to be doing a little better among san francisco voters and hispanic voters than mitt romney did. he seems to be improving a little bit. i haven't heard anybody mention that yet. do you think the polls are right? >> how do we know? you can't really know. the polls i'm seeing, at least with hispanics, obama beat rommy by 44 points and i feel like it's -- it's about that -- i didn't look it the internals in the latest one, what does that have as the margin? >> the latest bloomberg round up has him overperforming romney by 6 points among hispanics. >> that would be interesting. there's no question that people want change and it's one of the things you see across all racial groups and income groups, they are fed up with the status quo. the question is, is trump

changed that you can trust and rely on or is it too risky? >> that's going to be one of the key issues in the debate. trump will be trying to reassure people i'm changed but you can depend on me as commander in chief and clinton is going to be saying, of course i've been around for 25 years but i'm reliable change. he's risky change. >> fox news sunday is coming up today. you've got mike pence on. what are you going to ask him? >> we'll be talking about the polls. i want to ask about the strategy and about the reaction to the release of these videos in north carolina. that's going to be a big issue and we're going to be talking to joel ben enson, the chief strategist for the clinton campaign. we want to talk to him about this tightening race and what clinton needs to achieve both in a positive sense for herself and trying to contrast with trump. >> we'll be watching. >> moderating his own debate. >> can't wait for that.

demonstrators who are relying on limited information in the -- in one of the shooters, the cop was a female. now there's a lot of research to show that females are much more reluctant than males in general to use force. in the north carolina case, the shooter was african-american as was the victim. and so we have to -- on the one hand we have to sympathize with young african-americans who feel a fear of cops living in the inner city. on the other hand, we have to identify with the unimaginable difficulty of being a cop in that difficult environment where your life is constantly at a trigger's edge. >> president obama was responding to what happened in charlotte and tulsa at the museum reception, the african-american history museum in washington. he had this to say. we'll get your response. >> my hope is that as people are

seeing what's happened in tulsa or charlotte, may step back and say, i understand. i sympathize. i empathize. i can see why folks might feel angry and i want to be part of the solution as opposed to resisting change. >> part of the solution. the criticism on the left has been that they focus -- you have al sharpton showing up or jesse jackson coming in and focusing on what divides us. was the president -- were you surprised by the president's response there? >> well, there's a profound one-sidedness, he wants to emphasize in this case with the -- he wants to emphasize with the conditions in the inner cities but there's an empathy that needs to be extended to the police. the police are being thrown in an impossible situation. these are unliveable neighborhoods and neighborhoods created by the democrats and run

americans see russia as the primary threat we face long term, yet in washington, putin -- a pretty poor country is seen as the greatest threat to america. why do people in washington so fear vladimir putin? >> i do think the obama administration rushed out to russia and for various reasons that fell apart. they are now angry and they are not able to create a new relationship, but for the future of the world, for peace in the world and nuclear peace, we need a better relationship with russia than we have and i'm a coal warrior, i've stood up to the soviets in every way i could to say that i would say that there is a possibility we could do better. we need to work at it, absolutely and donald trump is willing to do that. i think they are trying to attack him to show that somehow that's not a wise thing to do. i think it is possible and should be attempted.

we'll have to see how it plays out. >> your colleague, ted cruz, endorsed donald trump yesterday and this was really a body blow to the never trump people. here's what glenn beck, great supporter of ted cruz wrote yesterday. profoundly sad day, disappointment does not gibegino describe. maybe it's time to go to the mountains for a while. do you think this is the beginning of a bunch of endorsements from republicans in the senate of donald trump? >> i think we'll see more people do that. the classical idea among conservatives, you should vote for the most conservative candidate that's electable. that's the william buckley idea. now we have two candidates and that's donald trump and hillary clinton and it's monumental between them, judges, more taxes or less taxes, more regulations or less regulations, more government or less government, effective attacks and

destruction of isis, those kind of things donald trump can get done, will get done and hillary clinton is on the other side. she also -- i've got to tell you, her immigration policies are absolutely radical. they are to the left of barack obama's and it's really dangerous. she wants to add 10,000 syrian refugees this year to 65,000 next year. that is a radical number, no way they can be vetted, no way we can assure that they are not involved in these kind of terrorist attacks we're seeing too many of. >> her campaign indicated that everyone in the world who wants to come to the u.s. has the right to do that. trump listens to you. what are you telling him ahead of tomorrow night's debate. >> he's going to be himself. i've got to tell you that. he listens -- i think he's thinking about these issues, he's been thinking about them for a long time and he's a smart

man and knows what he's doing and i think he'll be himself first and foremost and i think he'll be very effective. but hillary clinton is a smooth debater. she's a lawyer and been involved and learning how to spin these issues and say them just right so it doesn't have any political correctness impact. and so i think it will be an interesting debate. the american people will want to tune in in large numbers. >> a lot of them because they believe and i think they are right that hillary clinton will try to gode donald trump into exploding. i assume he's prepared for that? >> i assume so. i think he's proven that he can talk about issues. he's been doing that day after day after day in detail as he's traveled the country, listening to the people, talking directly to the american people, while i suppose she's been resting up and plotting this debate. but somebody needs to be listening to the american people. somebody needs to be concerned

>> he has to learn something from her past debates, she can lose her cool as well. watch. >> i do not believe a vote in 2002 is a plan to defeat isis in 2016. it's very important we focus on the threats we face today. >> this topic will come up for sure. she voted for the iraq war, donald trul p even those there's evidence to contrary, claims he opposed it from the beginning. a lot of folks cringed on this topic but in the general election if he stays with the message at the debate stage he'll go after her on this point. she has to have a great answer for it but not dwet defensive about it and get overwhelmed by it. he's clearly doubling down on his belief he was against it from the beginning. she'll have to handle it. i'll bet it comes up in every debate. >> it will be a big part of tomorrow night's debate. you look at polling in terrorism, an area he appears to do better than hillary clinton on. she needs to be careful when describing terrorism.

let's play a bit of that. >> i think that you can talk about islamists who clearly are also jihadists but i think it's -- it's not particularly helpful to make the case. we are at war with violent extremism. we are at war with people who use their religion for purposes of power and oppression and yes, we are at war with those people but i don't want us to be painting with too broad a brush. >> she has to be careful here. >> if she loses one of the reasons will be the failure during the obama administration to describe it for what it is, radical islamic terrorism. people know what we're up against that. a failure to describe it for what it is, if she loses, i think you could point to that as one of the main reasons. she's got to avoid that and speak plainly to the american people. >> you are the expert. good to have you here this morning. we'll be watching tomorrow night. scott jennings, thanks so much. >> we have a jam packed final

welcome back. let's get to a fox news alert and it's shocking for the baseball world. moments ago we learned from police in miami florida, that marlins pitcher jose fernandez was killed, one of three killed in a boating accident early this morning. early sunday morning before sun up on a boat, crashing into the rocks on miami beach. fernandez was 24 years old and in the third year of playing major league baseball. the marlins have canceled their game and scheduled to issue a statement at 10:30. the marlins will hold a press conference at 10:30 this morning. jo jose fernandez killed in a boating accident. >> that's awful. >> sad story. >> heartbreaking. >> an explosive debate moment called the role of debate moderators into question. >> i think the destructive vicious negative nature of much of the news media makes it harder to govern this country and harder to attract decent

[ applause ] >> newt gingrich given a lot of credit for this response, what does he think about the clinton camp urging moderators to tell the truth about trump. >> let's ask him. joining us, fox news contributor newt gingrich. what about the fact checking and term fact checking has been thrown out there during this campaign, that facts have gone out the win dmoe this campaign. what do you expect from the moderator? >> first of all, if the clinton campaign is that eager to have the moderators do the fact checking, what does that tell you about their lack of confidence in hillary clinton? she ought to be the fact

checker, she's the candidate much she supposed by knows ten times as much as trump and done these government services and secretary of state and former presidential candidate and first lady and she needs the moderator to do the fact checking? that tells you how weak they think their own candidate is. second, it's a stupid idea. first of all, the moderator should be modest. they are not running for president. they are not the equal of the two people running for president. they are simply a device by which the public gets to have a dialogue. they ought to ask questions that are designed to bring out information or personality or in some way help us learn more about the two candidates and ought to let the two candidates do the fact checking. if hillary thinks trump is saying something wrong, she should correct him or he should correct her. it's pretty stupid to think

we're going to have this third candidate called a moderator and their team is to double-team donald trump. >> why have moderators at all, they are self-satisfying and long winded and spend debate talking about themselves or pointless questions. why not let the candidates get up on stage and reveal themselves by debating each other. >> lincoln douglas style. >> they did that although they had very long debates, three hours. and they had a time keeper and that was it. they also spoke really long and first guy i think got an hour, then the second guy got an hour and each got a half hour. it would be pretty tricky to get audiences to watch that although people do watch trump rallies. i would say we would be better off to let the two go at each other and i think it will be fascinating to watch and see what happened. again, you have to assume, you have people who have gotten through the nominating process

who are pretty smart. pretty professional. if they -- they could actually be on a stage without anybody else, maybe a time keeper, but you know, the news media would never give up this opportunity to be important. that's a key part of what -- >> that's a good point. speaking of lincoln town hall debates, i remember when you debated my dad at one of those in manchester in the 2012 campaign, both decided to do a 90 minute debate about real policy and issues and did not get a lot of media attention to your point. but you are one of the unique people that has been on a debate stage. what advice are you giving donald trump for tomorrow night so the next morning people are saying he had a good performance? >> relax. i think essentially, donald trump is so much faster than hillary clinton. and his personality is so much stronger. he needs to relax. don't let her get him off balance and don't let lester get

him off balance, be who he is. he is a guy who's virtually tied with her for the presidency and beat 16 other people and got the record number of votes for republican in the primaries. i think if he's calm and he's relaxed, my guess is he will be -- that he'll be very formidable. and i think she actually is under a much greater burden than he is because everybody deep down assumes she'll do really well. if you come out of all of her years of public life and you can't beat donald trump, it undermines your argument that he's presidential. >> how do you relax? what specifically would you tell him to unwind, take a sauna, have a glass of wine? >> yoga. >> when i ran as you know we had something like 20 debates. my two key debate coaches were my granddaughter maggie and grandson robert. maggie told me to smile so every time i got up the first thing i

talked about for a long time. >> i entirely agree with you, an excellent point. bear in mind there are two more, one in st. louis, the 9th of october and then you've got vegas on 19th of october. we'll see which way the polling goes but that poll that shows a deadlocked race essentially. i was expecting a week ago based on the trends that trump might have a lead nationally. that's not the case based on polling right now. here's what i do believe. do not underestimate the powerful one liner that could be delivered. a lot of this analysis right now it's all fun and good because none of us are wrong. it hasn't happened yet. i think trump can be a funny guy. and if he has a sense of humor that gets her to react in somewhat of a joking way, it could disarm him in a very effective way. i was thinking about george bush from 2000 when al gore came into his personal space and he gave

the smirk. that's the moment you remember. further back, the whole line about ronald reagan with walter mondale, he got mondale and moderator on camera to laugh and smile. and you heard the audience with humor as well. this audience has been told to abstain from reaction. we'll see whether it was the case. it was not that way during the primary season. the powerful one liner is something that i think cannot be underestimated in an arena like this. >> with it be neck in neck in the polls today, bill hemmer you and mark have a show coming on -- >> we do. i will say, i have no sense for how this is going to go. i don't know if you do or not. i mean he could chill out, she could chill out -- >> that's why we'll be watching. >> it's -- who the heck knows right now. >> none of us are wrong yet.
